BUSINESS
AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA,
ADOPTING PREZONING OF TERRITORY KNOWN AS THE
SEVENTEENTH AND HOLT ANNEXATION TO THE CITY OF
TUSTIN.
Moved by Coco~ seconded by Ring, that Ordinance No. 32q
adopting prezoning of territory known as the 17th and
Holt Annexation to the City of Tustin have first
reading by title only. Carried unanimously.
2. ORDINANCE NO. 324 - deferred from 9/19{66
AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA,
AMENDING THE UNIFORM TRAFFIC ORDINANCE NO. 141,
REGULATING PARKING OF VESICLES IN RESIDENTIAL
ZONES.
Moved by Coco, seconded by Ring, that proposed
Ordinance No. 324 amending the Uniform Traffic
Ordinance No. 141 be taken off calendar. Carrie~.

2. Dance Permit Request - The Holiday, 505 West
First Street, Tustin
Moved by Ring, seconded by Klin~elhofer, that dance
permit be granted to The Holiday, 505 West First
Street, Tustin. Carried.
3. League Of California Cities Conference Attendance
Moved by Ring, seconded by Klingelhofer, that Minute
Order dated September 6, 1966, be amended to authorize
attendance of Councilman Ring - 4 days, Councilman
Miller - 2 days and to delete Planning Commission
Chairman Hefner for attendance at Annual League of
California Cities Conference in ~an Diego, October 16-19,
1966, and to further authorize attendance of certain
City personnel on a daily basie at this Conference'
as may be approved by the City Administrator.
Moved by Coco, seconded by Miller, that motion be
amended to read the following be authorized to attend
the Annual League of California Cities Conference
in San Diego, October 16-19, 1966, for the number of
days specified: Mayor Mack, Councilman Ring, City
Administrator Gill and City Attorney Rourke - 4 nights,
Councilman Miller and a representative from the Parks
and Recreation Commission - 2 nights, and certain
City personnel on a daily basis as may be approved
by the City Administrator. Motion carried.
4. Landscaping Agreement - State DiviSion of Highways
Authorization for the City to enter into an
agreement with the State Division of Highways
for installing sidewalks and landscaping State
property beneath the Santa Ana Freeway at
Newport Avenue.

5. ORDINANCE NO. 322
AN ORDINANCE OF THE CITY OF TUSTIN AMENDING
THE TUSTIN CITY CODE RELATIVE TO CITY
ADMINISTRATOR PRO TEMPORE AND SURETY BONDS.
Moved by Ring~ seconded by Klingelhofer, that
Ordinance No. 322, amending the Tustin City Code
relative to City Administrator pro tempore and surety
bonds, have first reading by title onlv. Carried

6. Authorization - City Administrator Vacation
Moved by Miller, seconded by Coco, that the ~
Administrator be authorized two ~eeks vacatio~ for
the period extending October 30th through November 10th,
to be excused from scheduled Council Meetings during
that period, and that Ruth C. Poe be appointed
Administrator pro tem. Carried.
7. Authoriza~t~on for Purchase of One Base Station,
Antenna and Coaxial Cable~ and two Mobile Radi~
Units for General Government Frequency Radio
System
City Administrator Gill presented a full report
including three bids received and recommendation
that the City accept the bid from General Electric
Company.
Upon questioning by the Council, Mr..Gill stated that
he felt the City very fortunate in being assigned the
prime frequency of 153.785 MC/S. If the City does
not take advantage Of their license at this time,
they may not receive such a high frequency in the
future. He considers it vital that the City go to
General Government Frequency Band for better
communications with Public Works vehicles and as the.
City grows, he feels we would need radios in all
government vehicles. Mr. Gill also explained that
other than contract for maintenance, there would be
no~particular contact with County Communications
as this would be over the City's transmitter within
a 20 mile area.
Moved by Miller, seconded b~ Coco, that bid of the
General Electric Company for purchase of one base
station, antenna and co~xial cable, and two mobile
radio units as described in proposal dated
AuguSt 19, 1966, be accepted in the total amount
of $2,287.50 plus tax. Carried.
8. Approval of Demands
Moved by Ring, seconded by Klingelhofer, that demands
in the amount of $31,022.81 be approvau and paid.
Carried.
VIII.
REPORTS 1. Civil Defense Report.- Southern California Civil
& OTHER Defense and Disaster Association Meeting
BUSINESS
Councilman Klingelhofer stated he felt that more
information should be released to the citizens on
the City Civil Defense program and what citizens
can count on from the City and what is expected from
the residents in case of any disaster. He would '
like to see some evaluation of how effective our
response would be.

2. Boys' Club Site at the Tustin Area Youth Center
A report from Mr. Gill was presented.
Mr. Rourke informed the Council that under grants
any agreement entered into by the Boys' Club must
be unencumbered. Only an informal agreement could
be made for any use of facilities by the City and
this would not be binding under future Bo s'
y Club
Boards..
Mowed by Coco, seconded by Miller, that the City
Attorney and City Administrator be authorized to
enter into preliminary negotiations with the Boys'
Club for possible terms and conditions for lease
of City property. Carried.
Councilman Ring felt that this use of City owned
property should be put before the public at a hearing
and that they have a right to make their feelings
known,
Moved by Ring, seconded by Coco, that the matter of
agreement with the Boys' Club be scheduled for public
hearing at the next Council meeting. Carried.
IX.
CORRESPON- 1. Request for Re-hearing on Prezoning Application
DENCE No. 66-101 of Fredticks Development Corp.
CounCilman Coco felt that since prezon~Dg is such a
powerful tool for annexation, he would ~ike to know
what.applicant has in mind and, in light of the
unanimous opinion of the Planning Commission, he
would be in favor of re-opening the hearing.
Moved by Ring, seconded by Coco, that hearing on
Prezoning Application No. 66-101 be re-opened.
Councilman Miller stated that since there was such
an obvious difference of opinion betweeK the
Planning Commission and the Council, the Planning
Commission should hear this again and have the
advantage of any new material.
Moved by Klingelhofer, seconded by Miller, that
original motion be amended and Council refer
Prezoning Hearing of Fredticks Development Corporation
back to the Planning Commission for re-hearing.
Carried.
Moved by Ring, seconded by Miller, that the next
regular meeting of the City Council Be held
October 31, 1966. Carried.
Mayor Mack directed that a letter be sent to Fredricks
Development Corp. that as it has been brought to the
atter~tion of the Council that there is new information,
this 'Prezoning Application is being sent back to the
Planning Commission for re-hearing.

2. General Plan
Councilman Coco commented on the minutes of the
General Plan Meeting of Wednesday, September 28th,
and stated that the concept is completed and now
in the public hearing stage and that he has already
had correspondence from one law firm requesting an
opportunity to speak on the rezoning in the County
area.
3. Proposition No. 3
Mr. Rourke was asked to have information on this
Proposition available for the Council at the next
meeting.
4. Sweet Adelines - Saddleback Chapter
The Council approved a proclamation declaring
October 23rd through October 29th as Harmony Week
and commending the Sweet Adelines.
5.National League of Cities - Catalogue of Federal
Aids to Local Governments- no action taken.
X.
ADJOURNMENT Mayor Mack announced that the next meeting of the
City Council will be held October 31, 1966, and
declared this meeting adjourned to a Personnel
Session.
Moved by Ring, seconded by Klingelhofer, that the
meeting be adjourned to October 31, 1966, at
7: 30 P.M. Carried.
