This agenda contains a brief general description of each item to be
considered. Any person having a question concerning an item may call the
City Clerk's office for clarification. Except as otherwise provided by law,
no action shall be taken on any item not appearing in the following agenda.
Copies of staff reports pertaining to this agenda are available for public
use in the books located at the Police Department, Tustin Library and, on
the evening of the meeting, at the rear of the Council Chambers. Listening
devices for the hearing impaired are available upon request from the City
Clerk. Smoking is prohibited in the Council Chambers; however, if you
desire to smoke, an outside speaker has been provided.

1. APPEAL OF PLANNING COMMISSION DENIAL OF CONDITIONAL USE PERMIT
NO. 90-08
At their regular meeting on June 18, 1990, the City Council
continued the appeal hearing on CUP 90-08 at the request of the
applicant, and directed the developer and residents to meet in a
second workshop on June 21st to try to reach an acceptable design
compromise.
Recommendation: Pleasure of the City Council.

VII. CONSENT CALENDAR

will be enacted by one motion. There will be no separate discussion
of these items prior to the time of the voting on the motion unless
members of the Council, staff or public request specific items be

1. APPROVAL OF MINUTES - REGULAR MEETING JUNE 18, 1990
2. APPROVAL OF DEMANDS IN THE AMOUNT OF $1,423,766.33
RATIFICATION OF PAYROLL IN THE AMOUNT OF $254,646.49
3. REJECTION OF CLAIM NO. 90-20; CLAIMANT -JON MOORE, DATE OF LOSS -
2/9/90, DATE FILED WITH CITY -6/11/90
Reject subject claim for general damages in the amount of
$150,000.00 as recommended by the City Attorney.
4. DECLARATION OF SURPLUS EQUIPMENT
Declare the specific equipment as surplus and no longer useable;
the equipment will be offered for sale at the next police
auction as recommended by the Police Department.
5. VESTING TENTATIVE TRACT MAP 14110
RESOLUTION NO. 90-74 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, FINDING THAT FINAL ENVIRONMENTAL
IMPACT REPORT (EIR) FOR THE EAST TUSTIN SPECIFIC PLAN (FINAL EIR
85-2, AS MODIFIED BY SUBSEQUENTLY ADOPTED SUPPLEMENTS AND ADDENDA)
IS ADEQUATE TO SERVE AS THE PROGRAM EIR FOR VESTING TENTATIVE
TRACT MAP 14110 AND ALL FEASIBLE MITIGATION MEASURES HAVE BEEN
INCORPORATED AS REQUIRED BY THE CALIFORNIA ENVIRONMENTAL QUALITY
ACT
Approve the Environmental Determination for the project by a
adopting Resolution No. 90-74; and
RESOLUTION NO. 90-75 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING VESTING TENTATIVE TRACT MAP
NO. 14110
Approve Vesting Tentative Tract Map 14110 by adopted Resolution
No. 90-75, as submitted or revised, as recommended by the
Community Development Department.
6. RESOLUTION NO. 90-76 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING THE CITY OF TUSTIN GRADING
MANUAL
Adopt Resolution No. 90-76 approving the Grading Manual as
recommended by the Community Development Department.
7. JAMBOREE ROAD BETWEEN BARRANCA PARKWAY AND EDINGER AVENUE
CONSTRUCTION CONTRACT
Approve the Escrow Agreement for Security Deposits in Lieu of
Retention for the Jamboree Road Construction Project between
Barranca Parkway and Edinger Avenue, and authorize the Mayor to
execute said agreement as recommended by the Public Works
Department/Engineering Division.

8. TRAFFIC SIGNAL IMPROVEMENT PROJECTS CONTRACT
Approve Escrow Agreement for E, �ow Deposits in Lieu of
Retentioi. or the Traffic Signal Im'i ✓ement Projects at Main
Street and Stoneglass, Main Street and E1 Camino Real, and
Walnut Avenue and Franklin Avenue and authorize the Mayor to
execute said agreement as recommended by the Public Works
Department/Engineering Division.
9. SANTA ANA VALLEY IRRIGATION CO. (SAVI) QUITCLAIM OF EASEMENT
Authorize the Mayor to execute a quitclaim deed to Lloyd and
Patricia Ann Sittig for a SAVI easement at 13321 Woodlawn Drive
as recommended by the Public Works Department/Engineering
Division.
10. RESOLUTION NO. 90-77 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR
THE REPLACEMENT OF WATER MAINS ON BROWNING AVENUE, ENRAMADA DRIVE,
AND ORVILLINA DRIVE, AND AUTHORIZING ADVERTISEMENT FOR BIDS
Adopt Resolution No. 90-77 approving plans and specifications
for subject project and direct the City Clerk to advertise for
bids as recommended by the Public Works Department/Engineering
Division.
11. QUITCLAIM DEED FOR LOT 71 TRACT NO. 12763
Approve the quitclaim deed relinquishing the City's title to Lot
7 of Tract No. 12763 and authorize the Mayor to execute said
deed as recommended by the Public Works Department/Engineering
Division.
12. PROFESSIONAL SERVICES AGREEMENT WITH RALPH ANDERSEN AND ASSOCIATES
Direct staff to execute agreement with Ralph Andersen and
Associates as recommended by the Administrative Services
Department.
13. DECLARATION OF SURPLUS VEHICLES AND MISCELLANEOUS EQUIPMENT
Determine that specified vehicles and equipment are not required
for public use and declare them surplus as recommended by the
Public Works Department/Engineering Division.
14. AGREEMENT FOR MANAGEMENT SERVICES OF THE LEMON HEIGHTS MUTUAL
WATER COMPANY (LHMWC)
Approve an agreement for management services with the Lemon
Heights Mutual Water Company (LHMWC) as recommended by the
Public Works Department/Engineering Division.
15. REQUEST FOR TREE REMOVALS
Approve requests for tree removals at the following locations:
2301 Caper Tree Drive, 2352 Coco Palm Drive, 2172 Maple Court,
14422 Acacia Drive, 14501 Emerywood Road, 14502 Emerywood Road,
17371 Amaganset Way, 17421 Laurie Lane, 13381 Diamond Head
Drive, 1911 Dorchester Avenue and 1991 Royal Oak Road; deny
requests for tree removals at the following locations: 1972
Roanoke Avenue, 17692 Anglin Lane, 14831 Alder Lane and 14652
Alder Lane as recommended by the Public Works Department/Field
Services Division.

X. OLD BUSINESS
1. FINANCIAL ISTANCE - TUSTIN HIGH SC. L GRAD NITE COMMITTEE
At the City Council meetings of June 4 and June 18, 1990, Dr. Tom
Aufdemberg, Chairman of the Tustin High School Grad Nite Committee
requested financial assistance from the City Council.
Recommendation: If the City Council determines that financial
assistance to the Tustin High School Grad Nite Committee is
desirable, it is recommended that the City Attorney be directed
to prepare a resolution for approval at the July 16, 1990 City
Council meeting.
XI. NEW BUSINESS
1. IRVINE BOULEVARD PARKING PROHIBITION (PALMWOOD CONDOMINIUMS)
At the June 18, 1990 City Council meeting, a resident representing
the Palmwood Condominium Homeowners' Association, raised a concern
about the recent implementation of the parking prohibition along
Irvine Boulevard easterly of Prospect Avenue.
Recommendation: Receive and file subject report as recommended
by the Public Works Department/Engineering Division.
XII. REPORTS
1. PLANNING COMMISSION ACTION AGENDA - JUNE 25, 1990
All actions of the Planning Commission become final unless
appealed by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of
June 25, 1990.
