The requests are for the removal of trees located in the public right of way. Each location has been investigated by a member of the City's tree maintenance staff. Staff has rendered a recommendation, prepared cost estimates, and in residential areas, surveyed adjacent property owners to assess neighborhood opinion. This information is contained in the specific request tabulated in the attached exhibit. Trees approved for removal, by Council, shall be removed and replaced by City crews. Replacements will be with a tree of acceptable species from the City's approved tree list. Staff Evaluation: A large Carrotwood with an extensive surface root system. The tree would have to be topped in order to root prune, which would destroy the structure of the tree. Neighbor Response: YES - 2 NO -0 NO REPLY - 3 Recommendation: That the request be approved and that the tree be replaced with a 15 gallon Carrotwood in a root barrier box. Estimated Cost: The estimated cost to remove the tree, and replace it with a 15 gallon tree in a root barrier box is $350.00. Applicant: Mr. Francisco Cerda Address: 2352 Coco Palm Drive Telephone: (714) 871-4180 Request: That the City remove one Carrotwood tree in the parkway at City expense. Staff Evaluation: This is a medium size Carrotwood tree that is beginning to lift the sidewalk. Ten feet East of the tree the sidewalk has settled downward leaving a ridge on the walkway leading up to the house. Neighbor Response: Yes - 2 No - 0 No Reply - 3 Recommendation: That the request be approved and the City replace the tree with a 15 gallon Magnolia tree in a root barrier box. Estimated Cost: The estimated cost to remove the Carrotwood tree and replace it with a Magnolia tree is $300.00. Staff Evaluation: This is a healthy Chinese Pistashio tree that has cracked the resident's brick wall. Neighbor Response: YES - 1 NO -0 NO REPLY - 4 Recommendation: That the request be approved and the tree not be replaced at this time. Estimated Cost: The estimated cost to remove the Chinese Pistashio is $200.00. Applicant: Ms. Trudy Flynn Chinowth Address: 14422 Acacia Drive Telephone: (714) 730-6141 Request: That the City remove one Ficus Nitida in the parkway at City expense. Staff Evaluation: A Ficus tree with large exposed roots lifting the curb and gutter. Neighbor Response: Yes - 1 No - 1 No Reply - 3 Recommendation: That the request be approved and the Ficus tree be replaced with a Crape Myrtle tree in a root barrier box. Estimated Cost: The estimated cost to remove the Ficus and replace it with a Crape Myrtle in a root barrier box is: $500.00. Staff Evaluation: A large Ficus Nitida tree that has outgrown the parkway. Neighbor Response: Yes - 1 No -1 No Repl.7-3 Recommendation: That the City approve the request and replace the Ficus with a 15 gallon Crape Myrtle. Estimated Cost: The estimated cost to remove the Ficus tree and replace it with a Crape Myrtle is $410.00. Applicant: Mr. Paul Romero Address: 14502 Emerywood Road Telephone: (714) 731-3906 Request: That the City remove one' Ficus Nitida tree from the parkway at City expense. Staff Evaluation: A large Ficus Nitida that has outgrown the parkway. Neighbor Response: Yes - 0 No - 2 No Reply - 3 Recommendation: That the request be approved and the Ficus be replaced with a Crape Myrtle tree. Staff Evaluation: A large Ficus Nitida tree that is starting to lift the sidewalk and has grown into the sewer. Neighbor Response: YES - 4 NO -0 NO REPLY - 1 Recommendation: That the request be approved and that the Ficus Nitida be replaced with a Crape Myrtle in a root barrier box. Estimated Cost: The estimated cost to remove the Ficus Nitida tree and replace it with a Crape Myrtle is $500.00. Applicant: Laurence Address: 17421 Laurie Lane Telephone No.: (714) 730-0228 Request: That the City remove one Ficus Nitida tree in the parkway at City expense. Staff Evaluation: A medium sized Ficus Nitida tree that is too close to gas, sewer and drain lines and beginning to cause cracks in the sidewalk curb and gutter. Neighbor Response: YES - 3 NO -0 NO REPLY - 2 Recommendation: That the request be approved and the Ficus tree be replaced with a Crape Myrtle tree at a location away from gas and sewer lines. Estimated Cost: The estimated cost to remove the Ficus Nitida and replace it with a Crape Myrtle is $410.00. Staff Evaluation: Two large Ficus Rubiginosa trees that are starting to outgrow the parkway. Neighbor Response: YES - 3 NO -0 NO REPLY - 2 Recommendation: That the request be approved and that the trees be replaced with two 15 gallon Camphor trees in root barrier boxes. Estimated Cost: The estimated cost to remove the two Ficus trees and replace them with two 15 gallon Camphor trees in root barrier boxes is $660.00 Applicant: Mr. Fred Enciso Address: 1911 Dorchester Avenue Telephone: (714) 731-0955 Request: That the City remove one Liquidamber tree from the parkway at City expense. Staff Evaluation: A Liquidamber tree that has outgrown the parkway. This tree was planted without a root barrier box. Neighbor Response: YES - 3 NO - 1 NO REPLY - 1 Recommendation: That the request be approved and that the tree be replaced with a 15 gallon Liquidamber in a root barrier box. Estimated Cost: The estimated cost to remove the Liquidamber and replace it with a 15 gallon Liquidamber in a root barrier box is $400.00. Staff Evaluation: The tree has a crack down the middle of the trunk and is lifting the sidewalk. The parkway is only three feet wide which is too small an area for the planting of pine trees. Neighbor Response: YES - 3 NO -0 NO REPLY - 2 Recommendation: The the request for removal be approved and the tree be replaced with a Crape Myrtle tree in a root barrier box. Estimated Cost: The estimated cost to remove the Red Flower Eucalyptus tree and replace it with a Crape Myrtle in a root barrier box is $300.00. Applicant: Mr. Gary Swenson Address: 1972 Roanoke Avenue Telephone No.: (714) 832-4911 Request: That the City remove two of the five Pine trees from the parkway at City expense. Staff Evaluation: All the Canary Island Pine trees in the parkway are healthy.with some surface roots visible. Neighbor Response: YES - 4 NO -0 NO REPLY -1 Recommendation: That the request be denied and the City root prune the surface roots. Estimated Cost: The estimated cost to grind the surface roots is $110.00. Staff Evaluation: A medium sized Carrotwood tree that has been root pruned. This tree is consistent with the other parkway trees in the neighborhood. Neighbor Response: YES - 3 NO -0 NO REPLY -2 Recommendation: That the request be denied. Estimated Cost: The estimated cost to trim this tree is $180.00 Applicant: Mike Ercanbrack Address: 14831 Alder Lane Telephone No.: (714) 832-5973 Request: That the City remove one Magnolia tree from the parkway at City expense. Staff Evaluation: This is a very healthy, medium sized Magnolia tree with an excellent shape. The roots are encroaching on the sprinkler lines and sprinkler heads. Neighbor Response: YES - 4 NO- 1 NO REPLY - 0 Recommendation: That the request be denied and that the tree be root pruned. Estimated Cost: The estimated cost to root prune the Magnolia tree is $150.00. June 26, 1990 STAFF REPORT TO COUNCIL TREE REMOVAL REQUESTS Page 10 of 10 Applicant: Ms. Margaret Cecere Address: 14652 Alder Lane Telephone No.: (714) 838-8898 Request: That the City remove one Magnolia tree from the parkway at City expense. Staff Evaluation: This is a healthy, medium sized Magnolia tree with an excellent shape. There is no damage to the curb, gutter or sidewalk and the tree is consistent with adjacent parkway trees in the neighborhood. The resident is very adamant about having the tree removed. The major complaint is that the tree drops leaves. Neighbor Response: YES - 3 NO - 2 NO REPLY - 0 Recommendation: That the request be denied.
