AWARD OF CONTRACT FOR CONSULTANT SERVICES - WATER SCADA SYSTEM
RECOMMENDATION:
That the Tustin City Council, at their meeting of July 16, 1990, authorize the
Mayor and City Clerk to execute a Professional Services Agreement with the firm
of Alexander Engineers Inc. to prepare plans and specifications for final bid
documents and installation of a water Supervisory Control and Data Acquisition
(SCADA) system for the fee of $61,170.00.
BACKGROUND:
Currently, the existing equipment which monitors Water Service facilities
(i.e., wells, reservoirs, booster pumps, etc.) is outdated and unreliable.
Repairs are also difficult and expensive. The SCADA system would provide the
City with an updated and more reliable means of monitoring and controlling the
water system. It will also have the capacity to store and print out data which
would provide information for water management and operations. This new
equipment would also reduce the man-hours required to check facilities
after-hours.
Request for proposals were solicited from eleven consulting engineering firms
to prepare the documents necessary for the SCADA system. Five of the eleven
firms who returned a proposal are as follows:
Alexander Engineers Inc.
Boyle Engineering Corporation
James M. Montgomery Consulting Engineers, Inc.
Sexton Engineers
Westin Engineering, Inc.
DISCUSSION:
The five proposals have been evaluated by three staff members on the basis of
demonstrated competence, professional qualifications necessary for the
satisfactory performance of the required services, and familiarity and prior
experience with providing this type of service.
The firm of Alexander Engineers Inc. has been recommended by the Selection
Committee to perform the consulting services for the preparation of bid

documents and installation of a Water Service SCADA system. The confirmed
total "not -to -exceed" fee for these consultant services is $61,170.00.
The Water Capital Improvement budget provides funding for this initial phase of
the project.
