HUSTON, CITY MANAGER COMMUNITY DEVELOPMENT DEPARTMENT OLD BUSINESS NO. 2 7-16=90' Inter - Com SOUTHWEST NEIGHBORHOOD STABILIZATION PROGRAM RECOMMENDATION It is recommended that the City Council adopt specific staff recommendations for the Southwest Neighborhood Stabilization Program Plan discussed at the July 2nd workshop, by minute motion. BACKGROUND On July 2, 1990, staff members of the Community Development and Police Department made a workshop presentation to the City Council on the Southwest Neighborhood Stabilization Program. The workshop focused on defining and analyzing the problems of the area, evaluating possible alternative solutions and concluded with specific staff recommendations. The City Council directed staff to agendize those specific staff recommendations discussed at the workshop. Attached for the City Council's information is a synopsis of information presented to the City Council at the July 2nd workshop. Staff will be available to answer any additional questions the City Council may have on those issues discussed in the report. As discussed in the attached report, staff is seeking City Council concurrence and direction on the following necessary actions in their order of priority. Such actions are paramount to the City undertaking a comprehensive approach to maintaining the quality of life in the City's Southwest portion of the City. 1. City Council policy support for the Community Assistance Team. The team would be an ad-hoc team of representatives of various city departments deployed as needed to reinforce City policies in a uniform manner in certain sections of the community. Target issues would focus in the southwest area on code enforcement, graffiti removal, gang identification and suppression, youth activities, sensitive citizen complaints, special projects and community education and outreach. 2. City Council policy support for proactive, concentrated code enforcement. A proactive code enforcement policy City Council Report Southwest Neighborhood Stabilization Program July 16, 1990 Page 2 concentrating on the southwest portion of the City would actively pursue and investigate city code violations through hiring of a full-time code enforcement officer as part of the 1990-91 budget and with support of the Community Assistance Team. Code Enforcement is currently handled on a complaint basis only. 3. Direct the preparation of a revised nuisanceZproperty maintenance ordinance. The City's current nuisance ordinance is time consuming, requires formal noticing and abatement procedures and could be more detailed with more specific violations identified and procedures streamlined. 4. Direct preparation of Tustin Code Amendments necessary to permit utilization of the infraction citation procedure as an alternative enforcement mechanism for municipal code violations. Where such authority already exists and where new procedures are adopted by ordinance, there will also be a need to coordinate with the municipal court and staff will have to bring back to the City Council a recommended fee schedule for certain violations. Utilization of infraction citations would allow for immediate penalization and does not result in a criminal record. The procedures would save tremendous time required for current processing of municipal code violations. 5. Direct the Community Assistance team to study and submit a report to the City Council within 90 days addressing the techniques available and the costs associated with establishing a graffiti removal program which would facilitate removal of graffiti on private property. 6. Direct the Community_ Development Department to study and submit a report to the City Council by January 1, 1991 evaluating either a resale or annual apartment inspection program, including program costs and opportunities for recovery of costs. Such a program could require on-site inspection prior to sale or transfer of property or require an annual registration or inspection of rental units. If violations are found in the course of these inspections, corrections must be made within a prescribed time frame. Direct the Community Services Department to study and report back to City Council on the alternatives available for recreational programs and opportunities within the Southwest area of the City including any work with the Ad Hoc Child Care Committee. 8. Direct the Community Assistance Team to develoR and reRort back to the City Council within 90 days with a draft marketing program designed to encourage community participation in -clean-up and improved living conditions in the Southwest portion of the City including costs associated with each element of the program. eta Westf ierld Assistant Director RW:CAS:kbc Christine A.
