APPROVAL OF MINUTES - REGULAR MEETING, JULY 21 1990 Recommendation: Approve the Minutes of July 2, 1990. 4. APPROVAL OF DEMANDS Recommendation: Approve demands in the amount of $11,330.92 as recommended by the Finance Department. S. DESIGN REVIEW 90-19, COLUMBUS TUSTIN PARK - PHASE IIA The Community Services Department is seeking final Design Review approval by the Redevelopment Agency pursuant to the Town Center �l Redevelopment Plan in order to construct a new parking lot, picnic area and play area at Columbus -Tustin Park which is located at 14652 Prospect Avenue. Subject site is situated on a 5.3 acre parcel of City -owned land adjacent to Prospect Avenue between Irvine Boulevard and Beneta Way. Recommendation by the Community Development Department: a. Approve the Environmental Determination for Design Review 90-19 by adopting the following Resolution No. RDA 90-08: RESOLUTION NO. RDA 90-08 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, FINDING THAT FINAL ENVIRONMENTAL IMPACT REPORT (EIR) FOR THE SECOND AMENDMENT TO THE TOWN CENTER REDEVELOPMENT PLAN (FINAL EIR 88-2) IS ADEQUATE TO SERVE AS THE PROGRAM EIR FOR DESIGN REVIEW 90-19 AND ALL FEASIBLE MITIGATION MEASURES HAVE BEEN INCORPORATED AS REQUIRED BY THE CALIFORNIA ENVIRONMENTAL QUALITY ACT b. Approve Design Review 90-19 by adoption of the following Resolution No. RDA 90-09, as submitted or revised: RESOLUTION NO. RDA 90-09 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, CONDITIONALLY APPROVING DESIGN REVIEW 90-19 FOR PHASE IIA OF COLUMBUS TUSTIN PARK 6. REVISION TO DESIGN REVIEW 88-20 (15642 PASADENA AVENUE) On July 2, 1990, the City Council adopted Resolution No. 90-73(A) approving Conditional Use Permit 90-08. Pursuant to the provisions of the South/Central Redevelopment Plan, Design Reviews within the project area require approval of the Agency. Adopt the following Resolution No. RDA 90-10 recertifying the Final Negative Declaration as adequate for the revision to Design Review 88-20: RESOLUTION NO. RDA 90-10 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, RECERTIFYING THE FINAL NEGATIVE DECLARATION FOR DESIGN REVIEW 88-20 AS ADEQUATE FOR A REVISION TO SAID DESIGN REVIEW, INCLUDING REQUIRED FINDINGS PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT b. Adopt the following Resolution No. RDA 90-11 approving revised architectural design and site plan for Design Review 88-20 as submitted or revised: RESOLUTION NO. RDA 90-11 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING A REVISION TO THE ARCHITECTURE FOR DESIGN REVIEW 88-20 AUTHORIZING CONSTRUCTION OF AN 11 UNIT APARTMENT PROJECT AT 15642 PASADENA AVENUE 7. EDINGER AVENUE STORM DRAIN IMPROVEMENTS (PROJECT NO. 900026) The Tustin Community Redevelopment Agency Capital Improvement Budget for 1988-89 included the construction of storm drain improvements between Red Hill Avenue and Del Amo Avenue. Recommendation: Authorize the Tustin City Council and City staff to administer the contract and construction of the Edinger Avenue storm drain improvements as recommended by the Public Works Department/Engineering Division. 8. AGENCY NEGOTIATIONS - RED HILL CENTER The property owner of the Red Hill Center located at 12932 Newport Avenue in the vicinity of old Irvine Boulevard has indicated a desire to enter into an Owner Participation Agreement with the Redevelopment Agency. Recommendation: Authorize staff to initiate negotiation with the owner of the Red Hill Center located at 12932 Newport Avenue in the vicinity of old Irvine Boulevard as recommended by the Community Development Department. 9.
