This agenda contains a brief general description of each item to be
considered. Any person having a question concerning an item may call the
City Clerk's office for clarification. Except as otherwise provided by law,
no action shall be taken on any item not appearing in the following agenda.
Copies of staff reports pertaining to this agenda are available for public
use in the books located at the Police Department, Tustin Library and, on
the evening of the meeting, at the rear of the Council Chambers. Listening
devices for the hearing impaired are available upon request from the Cit
Clerk. Smoking is prohibited in the Council Chambers; however, if you
desire to smoke, an outside speaker has been provided.

Appeal of Condition No. 6.3 of Exhibit A of Planning Commission
Resolution No. 2794 relating to allowable sign areas.
Recommendation: Uphold the Planning Commission decision on
Conditional Use Permit 90-15 and deny the requested appeal by
adopting the following Resolution No. 90-98:

3. GENERAL PLAN AMENDMENT NO. 90-01; A REQUEST BY FIVE PROPERTY
OWNERS REPRESENTED BY DIVERSIFIED REAL PROPERTY MANAGEMENT, THE

The applicant is requesting a General Plan Amendment for a 2.3
acre project area located in the vicinity of the northeast corner
of Holt and Warren Avenues to accommodate multi -family
development.

4. LEVY OF ANNUAL ASSESSMENTS FOR THE 1990-91 FISCAL YEAR FOR THE
TUSTIN LANDSCAPE AND LIGHTING DISTRICT
Report declaring the City's intention to provide for an annual
levy of assessment for the improvement, maintenance, and servicing
of public landscaping and lighting facilities within the
boundaries of the territory included in the Tustin Landscape and
Lighting District and to levy and collect assessments pursuant to
the Landscape and Lighting Act of 1972.
Recommendation: Pleasure of the City Council.
5. PROPOSED 1990-91 WASTE COLLECTION ASSESSMENT REPORT AND RESOLUTION
NO. 90-88 ADOPTING THE REPORT
Report outlining proposed solid waste collection service fees.
Recommendation: Adopt the following Resolution No. 90-88
approving the report relative to parcels receiving solid waste
collection services as recommended by the Finance Department:

Support the Community Development Department's current public
hearing noticing procedures as recommended by the Community
Development Department.
5. RESOLUTION NO. 90-94 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING THE CITY'S PARTICIPATION IN
THE HOUSING AND COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM WITH THE
COUNTY OF ORANGE DURING FISCAL YEARS 1991, 1992 AND 1993
Adopt Resolution No. 90-94 approving the City's continued
participation in the Housing and Community Development Block
Grant Program with the County of Orange as recommended by the
Community Development Department.

Approve Tentative Parcel Map 90-104 by the adoption of
Resolution No. 90-79, as submitted or revised, as recommended
by the Community Development Department.
7. RESOLUTION NO. 90-100 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING LOT LINE ADJUSTMENT NO..
90-1
Adopt Resolution No. 90-100 approving Lot Line Adjustment No.
90-1 as recommended by the Public Works Department/Engineering
Division.
8. SOUTHERN CALIFORNIA EDISON CO. AGREEMENT FOR INSTALLATION AND
CONVEYANCE OF FACILITIES
Approve the Southern California Edison Company agreement for
installation and conveyance of facilities along Jamboree Road
between the northerly city limits and Chapman Avenue (City of

0403212, $3200.00; and Monumentation No. 0403213, $1500.00 as
recommended by the Public Works Department/Engineering Division.
10. DECLARATION OF SURPLUS EQUIPMENT
Find that specified equipment is not required for public service
and should be declared surplus as recommended by the Community
Services Department.
11. JAMBOREE ROAD STREET IMPROVEMENTS BETWEEN IRVINE BOULEVARD AND
CHAPMAN AVENUE (RELOCATED)
RESOLUTION NO. 90-101 - A RESOLUTION OF THE CITY COUNCIL OF THE

Accepting public improvements along Jamboree Road between Irvine

XI. OLD BUSINESS
1. DESIGNATION OF VOTING DELEGATE - LEAGUE OF CALIFORNIA CITIES
ANNUAL CONFERENCE (OCTOBER 21-24, 1990)
The League of California Cities has requested each City designate
a voting representative and an alternate who will be present
during the Business Session of the conference.
Recommendation: Pleasure of the City Council.
2. STATUS REPORT - 104 NORTH "All STREET
Subject property has been monitored by staff due to conditions at
the property which constituted a public nuisance.
Recommendation: Receive and file subject report as recommended
by the Community Development Department.

XII. NEW BUSINESS
1. TREE REMOVAL REQUEST - 14831 ALDER LANE
On July 2, 1990, the City Council took an action on the staff
recommendation to deny the request for the removal of one Magnolia
tree at 14831 Alder Lane.
Recommendation: Pleasure of the City Council.
2. REQUEST FOR TEMPORARY USE OF EMERGENCY ACCESS EASEMENTS
Akins Development has requested this matter be presented to the
City Council for their consideration of overturning staff's denial
of the request for temporary use of the emergency access easements
for construction traffic at each of their tract developments.
Recommendation: Deny the request of Akins Development for the
temporary use of the emergency access easements for construction
traffic as recommended by the Public Works Department/ Engineering
Division.
3. MEASURE M (TRANSPORTATION SALES TAX)
Mayor Edgar has requested that this item be agendized for City
Council discussion.
Recommendation: Pleasure of the City Council.
4. NON-RESIDENT REGISTRATION FEES
Report regarding registration fees charged residents/non-residents
for City recreational programs.
Recommendation: Revise Section #1 of Policy 4-05 regarding non-
resident fees for recreation programs to be a separate $5 per
class instead of the percentage, and earmark those funds for park
development as recommended by the Parks and Recreation Commission
and the Community Services Department. With Council approval,
this change could be effective Winter Session, 1991.

1. PLANNING COMMISSION ACTION AGENDA - JULY 23, 1990
All actions of the Planning Commission become final unless
appealed by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of
July 23, 1990.
2. SPARK ARRESTOR PUBLIC AWARENESS PROGRAM
At the May 7, 1990 City Council meeting, public concerns were
expressed about the need to implement a Spark Arrestor Public
Awareness Program.
Recommendation: Receive and file subject report as recommended
by the Community Development Department.

Report outlining the Historical Resources Inventory of the City
of Tustin.
Recommendation: Receive and file subject report as recommended
by the Community Development Department.
4. RED HILL AVENUE/MITCHELL AVENUE INTERSECTION - BANK DRIVEWAYS
A resident brought to the City Council on July 2, 1990, a concern
regarding the access to and from the bank driveways at the
northeasterly corner of the intersection.
Recommendation: Receive and file subject report as recommended
by the Public Works Department/Engineering Division.
5. INVESTMENT SCHEDULE AS OF JULY 31, 1990
Investment schedule with maturities, 12 months or less.
Recommendation: Receive and file subject report as recommended
by the Finance Department.
