BACKGROUND:
Mrs. Jacquie Sulli brought to the City Council on July 2, 1990 a concern
regarding the access to and from the bank driveways at the northeasterly
corner of the intersection. Mrs. Sulli indicated that traffic backs up
on eastbound Mitchell Avenue westerly of the bank driveway and extends
into the Red Hill Avenue intersection. Mrs. Sulli also suggested that
the bank entrance be accessed from Red Hill Avenue.
DISCUSSION:
Staff has field reviewed both of the bank driveways as well as the
on-site circulation of the bank site. The on-site circulation enters
from Mitchell Avenue and exits to Red Hill Avenue. A drive-thru teller
operation also exits to Red Hill Avenue through the same driveway as the
on-site parking lot. Any restriction of left -turn movements from
eastbound Mitchell Avenue to the bank forces the bank patrons to utilize
the residential street to the east to make U-turns to access the bank
from Mitchell Avenue.
Due to the drive-thru teller operation, the parking lot circulation
cannot be reversed due to a potential back-up of drive-thru teller
traffic onto Red Hill Avenue. Red Hill Avenue currently carries 8.5
times the traffic volume than Mitchell Avenue, and any change of on-site
circulation could greatly impact Red Hill Avenue.
Mitchell Avenue is currently experiencing additional traffic due to the
temporary closure of Nisson Road due to freeway construction. It is
anticipated that Nisson Road will be open to through traffic in
September of 1990.
The existing Mitchell Avenue driveway may at times back vehicles into
the Red Hill/Mitchell intersection but an additional "do not block
intersection" sign will be added for eastbound Mitchell Ave. motorists
which will help advise motorists from blocking the intersection. A
review of the accident history for the past 18-1/2 months has only one
noted accident in the vicinity of the bank driveway.
Staff does not recommend that any corrective action be taken at this
time.
