PURCHASING POLICY FOR RECYCLED PRODUCTS
RECOMMENDATION:
It is recommended that City Council establish by resolution a
purchasing policy for recycled products.
BACKGROUND:
The County of Orange, the State of California and the nation have
reached a crisis situation in the area of solid waste disposal.
Recycling efforts are rapidly expanding locally and
regionallya result
However, the markets for recycled items are decreasing
of an over abundance of recycled materials. Theo collection

To (assist with this situation many organizations including
government agencies are establishing policies to purchase recycled
paper products and other recycled items such as plastics and
glasphault .
Assembly Bill 1377 (Bates) requires all public agencies and the
Legislature to give a purchase preference for recycled
products

Recycled items may cost anywhere from 10% less than to 20% more
than virgin materials. The main area for purchasing recycled
products would be paper products such as xerox paper, stationery,
envelopes, hand towels, and toilet tissue.

RESOLUTION NO. 90-110
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ESTABLISHING
PURCHASING POLICY FOR RECYCLED PRODUCTS
WHEREAS, the volume of material disposed of at
County sanitary landfills has been increasing annually;
and
WHEREAS, sanitary landfill space is at a premium,
and it is becoming increasingly difficult to site new
landfills; and
WHEREAS, much of the material that enters the
wastestream can be recycled and reused or incorporated in
the manufacture of new products; and
WHEREAS, City participation in and promotion of
recycling programs can significantly reduce the volume of
material entering the wastestream thereby extending
landfill life expectancy and reducing expenses; and
WHEREAS, the State Integrated Solid Waste Management
Act of 1989 mandates cities to reduce their wastestream
to sanitary landfills by 25% in 1995 and 50% in the year
2000; and
WHEREAS, for recycling programs to be effective,
markets must be developed for products which incorporate
post consumer materials in their manufacture;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Tustin, California, as follows:
1. That a purchasing policy for recycled products
will established to read as follows:
A. PURPOSE AND INTENT
It is the intent of the City Council that the City of
Tustin take a leadership role not only in recycling its
waste products but also in the purchase of recycled
products for use in the delivery of City services. It is
the purpose of this section to provide direction to the
City Manager and the Purchasing Agent in the procurement
and use of recycled products.
B. POLICY
1. It is the policy of the City of Tustin to purchase
and use recycled products whenever possible to the extent
that such use does not negatively impact health, safety,
or operational efficiency.

2. Purchase of products which cannot be recycled or
reused is strongly discouraged.
3. Recycled paper shall be purchased and used in all
copy machines which will accept it and shall also be used
for as many printing purposes as possible.
City departments and divisions shall use for their
masthead stationery, envelopes, and business cards
recycled paper which includes both secondary and post-
consumer recycled content. To the maximum extent
possible post -consumer recycled content paper shall be
used. The percentages of post -consumer and secondary
content shall be spelled out in the bid specifications
for letterhead and other paper grades based on maximum
industry availability. A recycled paper designation
shall be printed on all City stationary using recycled
paper.
4. City departments shall examine their purchasing
specifications and, where feasible, restructure them to
require the use of products which incorporate recycled
materials in their manufacture. These materials shall
include, but not be limited to the following:
1. All paper products
2. Plastic materials
3. Glass materials
4. Oil based products
5. Carstops
6. Containers
7. Metal products
8. Construction and commercial goods
5. The City shall cooperate with the County of Orange
and other environmental agencies in the development of
programs and procedures which will further this policy.
PASSED AND ADOPTED at a regular meeting of the City
Council of the City of Tustin, California, held on the
20th day of August 1990.
