SUBJECT: TRAFFIC STUDY - SEVENTEENTH STREET AT MIMI'S CAFE DRIVEWAY
RECOMMENDATION:
Receive and file.
BACKGROUND:
At the August 6, 1990 City Council meeting a concern was raised by Mrs.
Helen Edgar regarding the left turn movements from eastbound Seventeenth
Street to the Mimi's Cafe driveway on the northerly side of Seventeenth
Street. Her primary concern was that the motorists turning left were
not yielding to the westbound Seventeenth Street traffic.
DISCUSSION:
The subject intersection was reviewed with the following findings:
1. Intersection is a four -legged intersection with Seventeenth Street
as the east -west legs, the Rte. 55 freeway off -ramps as the
southerly leg, and the driveway to Mimi's Cafe as the northerly leg.
2. Intersection is controlled by traffic signal which is under the
jurisdiction of Caltrans.
3. There is no protected left -turn phase for eastbound Seventeenth
Street left -turn movements to Mimi's Cafe.
Any eastbound left -turn movement at this intersection would fall under
C.V.C. Section 21451 that requires the motorists making the left turn to
yield to all oncoming traffic. It appears that Mrs. Edgar's concern
could be corrected with additional enforcement. However, full time
enforcement would not be practical at this intersection.
The accident history as it relates to left -turn movements at this
intersection for the past three years is as follows:
1989 - 2
1988 - 1
1987 - 0
Accident history for 1990 has not yet been completed.
It is suggested that staff continue to monitor the accident history at
- this intersection and request additional enforcement as the need
warrants. A follow-up report will be made to the City Council in
December 1990.
