Edgar, Mayor CIty of Tustin 300 Centennial Way Tustin, CA 92680 Dear Dick: REPORT NO. 2 8-20-90 GEORGE DEUKMEJIIkN, Governor 61 --RECEIVED J AUG 91990 Thank you for your letter explaining the reasons which sup your city's request that a noise wall along E1 Camino Realbet included in the ongoing freeway widening project. As you noted, the ongoing project includes constructing a retaining wall along E1 Camino Real. The wall will support embankment for the widening which will be constructed with the future Routes 5/55 stage III interchange project. The existin freeway lanes will not be altered at this location under the g current contract. u The height of the retaining wall varies from 14 feet to 24 feet and the top of the wall in the vicinity of Tustin High School will be 8 feet to 10 feet higher than the existing freeway lane. Under this condition, the wall will act as a noise wall. During the stage III contract, the freeway will be widened and therade will be raised to the top of the retainingwall. g is done, and prior to shifting traffic to the widened pavement, a 10 -foot noise wall will be constructed on top of the retaining a wall. Constructing the noise wall prior to widening and raising the freeway grade would be quite difficult and much more costly then constructing it after the freeway grade is raised. Further, there would be no perceivable additional noise mitigation achieved since the retaining wall will act as a noise wall until the freeway grade is raised. Additionally, there are no contingency funds available in the current contract to construct the noise wall. In light of this information, I believe that constructing the retaining wall now and deferring the addition of the noise wall until the Stage III contract is prudent and reasonable. KEITH E.
