HUSTON FROM: COMMUNITY SERVICES DEPARTMENT SUBJECT: AD HOC CHILD CARE COMMITTEE UPDATE Receive and file REPORT NO. 3 8-20-90 Inter - Com At the June 18, 1990 meeting, The City Council authorized the establishment of an Ad Hoc Child Care Committee to develop a comprehensive report on child care needs and resources in the Tustin area. As directed, the Community Services Department assembled a committee comprised of City and School District staff, Child Care Professionals, representatives of non-profit service agencies, parents and Parks and Recreation Commissioners. Also in attendance were Councilmember Leslie Anne Pontious, and Gloria Tuchman of the Tustin School Board. The Committee met for the first time at 7:00 p. m. on July 31, 1990. At this meeting, staff provided the group of twenty-one background information and the concerns of the City Council. By consensus, the Committee agreed that the elements of the report should include: 1. An inventory of current programs and facilities; 2. An analysis of current formal and informal public policies as may relate to child care services; 3. Identification and analysis of current unmet child care needs; 4. A projection of future child care needs; 5. An analysis of child care services delivery systems successfully used in other communities; 6. Identification of resources necessary to meet present and future child care needs; 7. A definition of the role of public and private non- profit agencies as well as businesses within Tustin's child care network; 8. Report to the Southwest Neighborhood Task Force alternative strategies for developing latch key programs in that neighborhood. In addition to agreeing on the elements of the report, the Committee decided to research information on available grant money, the possibility of sharing resources, and liability insurance programs. The Committee also agreed to address all areas of child care including infant care, pre-school care, special needs care, sick care, and school age care. The Ad Hoc Child Care Committee is eager to begin work on the report. The next meeting is set for Tuesday, August 28, 1990, at 7:00 p.m. at the Tustin Area Senior Center.
