MINUTES OF A REGULAR MEETING RDA RDA NO.
C THE REDEVELOPMENT AGENCY
THE CITY OF TUSTIN, CALIFORNIA
AUGUST 6, 1990
1. CALL TO ORDER
The meeting was called to order by Chairperson Edgar at 9:55 p.m.
in the City Council Chambers, 300 Centennial Way, Tustin,
California.
2. ROLL CALL

3. APPROVAL OF MINUTES - JULY 16, 1990, REGULAR MEETING
It was moved by Puckett, seconded by Pontious, to approve the
Minutes of July 16, 1990.
Motion carried 5-0.
4. APPROVAL OF DEMANDS
It was moved by Puckett, seconded by Pontious, to approve demands
in the amount of $139,901.26.
Motion carried 5-0.
5. RESOLUTION NO. RDA 90-15, ADOPTING THE AGENCY BUDGET AND
APPROPRIATING REVENUE OF THE AGENCY FOR FISCAL YEAR 1990-91
Mayor Edgar opened the Public Hearing at 9:55 p.m. There were no
speakers on the subject and the Public Hearing was closed.
It was moved by Puckett, seconded by Pontious, to adopt the
following Resolution No. RDA 90-15 adopting the Agency 1990-91
Budget of $3,901,472:
RESOLUTION NO. RDA 90-15 - A RESOLUTION OF THE COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, ADOPTING
THE AGENCY BUDGET AND APPROPRIATING REVENUE OF THE AGENCY FOR THE
FISCAL YEAR 1990-91
Motion carried 5-0.
6. DESIGN REVIEW 90-32, PROPOSED MODIFICATION TO THE TUSTIN CIVIC
CENTER
Christine Shingleton, Director of Community Development, gave an
extensive summary of the proposed modifications to the Civic Center
including relocation plan,. architectural design, building
elevations, colors, lobby configuration, and parking structure. She
also stated that the County had budgeted, as part of their Master
Plan, an upgrade of the Tustin Library for 1992.
Councilmember Potts expressed interest in the County or City
purchase of the vacant lot on the west side of the library for
additional library parking.

Council/staff discussion followed regarding construction timelines
and growth capacity.
It was moved by Pontious, seconded by Puckett, to approve
Environmental Determination for the project by adoption of the
following Resolution No. RDA 90-13:
RESOLUTION NO. RDA 90-13 - A RESOLUTION OF THE REDEVELOPMENT AGENCY
OF THE CITY OF TUSTIN, CALIFORNIA, FINDING THAT THE FINAL
ENVIRONMENTAL IMPACT REPORT (EIR) FOR THE SECOND AMENDMENT TO THE
AMENDED REDEVELOPMENT PLAN FOR THE TOWN CENTER REDEVELOPMENT
PROJECT, IS ADEQUATE TO SERVE AS THE PROGRAM EIR FOR DESIGN REVIEW
90-32 AND ALL FEASIBLE MITIGATION MEASURES HAVE BEEN INCORPORATED
AS REQUIRED BY THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
Motion carried 5-0.
It was moved by Pontious, seconded by Puckett, to approve Design
Review 90-32 by adoption of the following Resolution No. RDA 90-14:
RESOLUTION NO. RDA 90-14 - A RESOLUTION OF THE REDEVELOPMENT AGENCY
OF THE CITY OF TUSTIN, CALIFORNIA, CONDITIONALLY APPROVING DESIGN
REVIEW 90-32 FOR PROPOSED MODIFICATIONS TO THE TUSTIN CIVIC CENTER
AT 300 CENTENNIAL WAY
Motion carried 5-0.

8. ADJOURNMENT
At 10: 15 p.m. , the meeting was adjourned to the next Regular Meeting
on August 20, 1990, at 7:00 p.m.
