HomeMy WebLinkAboutCC 11 CHLORINAT'N UNTS 9-4-90DATE: TO: FROM: SUBJECT: AUGUST 27, 1990 WILLIAM HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/WATER DIVISION CONSENT CALENDAR NO. 11 9-4-90 Inter - Com AUTHORIZATION TO REQUEST BIDS FOR CHLORINATION UNITS RECOMMENDATION: That the Tustin City Council, at its meeting of September 4, 1990, authorize staff to solicit bids for two portable chlorination units at a total cost of $30,000, and carry over remaining budgeted funds in the amount of $95,000 to be used for installation of permanent chlorination equipment in FY 91-92. BACKGROUND: As a result of the addition of the new Nitrate Removal Plant, the Tustin Water Service was required by the State Department of Health Services (DHS) to apply for a revised water supply permit. Subsequently, DHS issued a new permit, subject to several provisions. One of the conditions is as follows: "The City sha11 provide necessary plumbing and electrical facilities at all groundwater sources to allow for the rapid installation of chlorinators in case of an emergency." Additionally, the United States Environmental Protection Agency (USEPA) has recently been moving toward promulgating regulations which would require continuous chlorination of all groundwater sources. Keeping in mind both current and proposed future requirements, staff requested that funds be budgeted in the amount of $125,000 for the installation of permanent chlorination facilities in FY 89-90. During the design phase for the installation of the permanent equipment, it was discovered that there is a recently adopted provision of the Uniform Fire Code which requires that scrubbing chambers be installed at any location where chlorine injection systems are operating. These devices neutralize any chlorine gas which might escape as a result of a leak. This new requirement resulted in an unanticipated cost of an additional $35,000 per well site, or $2453000. Due to the drastically increased cost, staff now recommends that two portable chlorination units be purchased in order to satisfy immediate DHS requirements; and that remaining funds be carried over until the next fiscal year while staff investigates the availability and feasibility of alternate and/or less expensive chlorination methods and appurtenant safau' nt. o e en ec er Director Public Works/City Manger Manager Field Services BL : AIKM: cc
