Minutes of the August 130 1990 Planning Commission Meeting Commissioner Shaheen moved LeJeune seconded to approve the consent Commissioner Kasparian calendar as submitted. Motion carried 3-1, abstained. PUBLIC HEARINGS: 2. General Plan Amendment 90-02 - Zone Change 90-03_ Recommendation - It is recommended that the Planning Commission continue this matter to September 10, 1990. Presentation: Susan K. TUSTIN AVENUE ZONING: C-2 (CENTRAL COMMERCIAL) ENVIRONMENTAL STATUS: THIS PROJECT HAS BEEN DETERMINED TO BE CATEGORICALLY EXEMPT (CLASS 1) PURSUANT TO SECTION 15301 OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. Motion carried 4-0. 4. Conditional Use Permit 90-18 APPLICANT/ ALDERSGATE UNITED METHODIST CHURCH OWNER: 1201 S. E. IRVINE BOULEVARD TUSTIN, CALIFORNIA 92680 LOCATION: 1201 S. E. IRVINE BOULEVARD ZONING: PUBLIC AND INSTITUTIONAL ENVIRONMENTAL STATUS: THE PROJECT HAS BEEN DETERMINED TO BE CATEGORICALLY EXEMPT (CLASS 5) PURSUANT TO THE PROVISIONS OF SECTION 15305 OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. REQUEST: AUTHORIZATION TO ESTABLISH A DAY CARE FACILITY WITH A MAXIMUM OF FORTY EIGHT (48) CHILDREN AT AN EXISTING CHURCH SITE. Planning Commission Action Agenda August 27, 1990 Page 3 Recommendation - It is recommended that the Planning Commission approve Conditional Use Permit 90-18 by adopting Resolution No. 2821, as submitted or revised. Presentation: Anne Bonner, Assistant Planner Commissioner Kas_parian moved, Kasalek seconded to approve Conditional Use Permit 90-18 by adoption of Resolution No. 2821 as submitted. Motion carried 4-0. OLD BUSINESS NEW BUSINESS 5. Status Reports Presentation: Daniel Fox, Senior Planner -- Received and filed. STAFF CONCERNS 8. Report on Actions taken at August 20, 1990 City Council Meeting. Presentation: Christine Shingleton, Director of Community Development COMMISSION CONCERNS Commissioner Kasparian -Advised that on his trip North, the lack of signs was very appealing and wanted to know if we could get a copy of the Sign Code from Vancouver, British Columbia for the Planning Commission and Sign Code Committee to review. -Recommended reading of the LA Times article on parklands. He suggested that allocation and availability of useable parkland was a problem and that it should be monitored. He questioned how many acres are allotted for parklands in Tustin. Staff advised that they will investigate and advise the Commission. -He thought the Fire Safety brochure was very good and would like to see a larger distribution, possibly the Tustin Today. Staff advised they had considered this but the cost was prohibitive. Commissioner Rasalek suggested making it available to the schools and they could reproduce and Planning Commission Action Agenda August 27, 1990 Page 4 distribute. Commissioner Lejeune suggested that it be made available to the Library. Commissioner LeJeune -Voiced his complaint, again, about .the appearance of the Water Works facility. He suggested some type of screening for fence on Main Street and near adjacent vacant lot. Staff advised they are in the process of screening equipment and they will monitor the situation. ADJOURNMENT At 8:15 p.m. Commissioner Shaheen moved LeJeune seconded to adjourn meeting to the next regularly scheduled Planning Commission meeting on September 10, 1990 at 7:00 p.m. in the City Council Chambers, 300 Centennial Way, Tustin. Motion carried 4-0.
