APPROVAL OF Moved by Coco, seconded by Miller that minutes of
MINUTES April 4th meeting be approved as mailed. Carried.

PUBLIC 1. AMENDMENT TO ORDINANCE NO. 157 - cont. from 3/21/66
HEARINGS
To require Use Permits for construction of Gas
Stations in the City of Tustin.
Hearing opened st 7:32 P.M.
Staff report presented by Mr. Taylor.
Mr. Bob Harrison, representing Western Oil & Gas,
stated that the Conditional Use Permit requirement was
their primary objection and that they would prefer
gas stations as s permitted use subjec~ to standards.
Mr. Harrison also expressed objections to sections of
standards which s~a~e that service stations shall not
be closer than 100~ to a residential district and ~o
numerical limitations on stations in the City.
There being no further objections or comments the
hearing was declared closed aT 7:38 P.M.
Moved by Ring, seconded by Miller that the City
Attorney be directed ~o draft amendmen~ To Ordinance
No. 157, as amended, To require Use Permits for Gas
Carried by roll call. Ayes: Mack, Kli~gelhofer, Coco,
Miller, Ring. Noes: None. Absent: None.
Mayor Mack directed the staff To work with Western
0il and Gas to draft an acceotable set of standards.

Mr. Bud Koch of Parker Dr. presented a petition signed
by approximately 176 residents of the City supporting
the proposed sign ordinance, Ordinance No. 305. Mr.
Koch also requested that residents be advised of future
workshoos.
Mr. Harrison of Western 0il and Gas urged that certain
elements of the Ordinance as referred to in correspon-
dence from his Company be carefully reviewed.
Moved by Klingelhofer, seconded by Miller that reading
of Ordinance No. 305 be deferred to meeting of May 16th
and a workshop be set up to review this Ordinance with
~o~al segmen~ of TUstin Community. Carried.
Mayor Mack set the last week in April for a workshop of
the Council and staff and a general workshop to be set
for the first week in May.
2. ORDINANCE NO. 307 - second reading
AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA,
AMENDING THE ZONING ORDINANCE, ORDINANCE N0. 157,
AS AMENDED, MODIFYING MINIMUM SIDE YARD REQUIRE-
MENTS IN THE PM ZONE.
Moved by Klingelhofer, seconded by Ring that Ordinance
No. 307 be read by title only. Carried unanimously.
Moved by Ring, seconded by Miller that Ordinance
307, amending the zoning ordinance, Ordinance No. 157,
as amended, modifyin~ minimum side yard reeuirements.

3. ORDINANCE N0. 308 - second reading

OF TUSTIN, CALIFORNIA, APPROVING THE ANNEXATION
OF CERTAIN UNINHABITED TERRITORY, DESIGNATED
"FAIRMONT WAY ANNEXATION" TO THE CITY OF TUSTIN
Moved by Ring, seconded by Klingelhofer that Ordinance
No. 308 be read by title only. Carried unanimously.
Moved by Coco, seconded by Ring that Ordinance No. ~0~,
aporovinE the annexation of certain uninhabited territory
designated "Fairmont Way Annexation" to the City of
Tustin, be passed and adopted. Carried by roll call.

No. 309, be read by title only. Carried unanimously.
Moved by Klingelhofer, seconded by Ring that Ordinance
No. ~09, rezoning property of Adobe Development Company
on Application No. ZC 66-150, be ~assed and adopted.
Carried by roll call. Ayes: Mack, Klingelhofer, Coco,
Miller, Ring. Noes: None. Absent: None.
5- FIRST STREET TRUCKING FIRM
Reports presented by Mr~ Gill and Mr. Rourke.
Mr. Rourke stated that additional information made
available since his written report indiestea that
this ma~er should be referred back to the Planning
Commission for review and determination ss ~o whether
this activity is a heavier use or s continustlon of the
prior non-conforming use.
Moved by Coco, seconded by Miller that continuerich of
~on-conformin~ use of First Street Truckinz firm be
referred ~o the PlsnninE Commission for consideration
of new information and report to the Council st next
regular meeting. Carried.
Moved by Ring, seconded by Coco that above motion be
amended and re~ort be ~resented to the Council at the
meeting of May 16th. Carried.

M6ved by Ring, seconded by Miller that the Buildin~
D~artment be ordered ~o ~roceed with all necesssr~ work
ss outlined in letter from City Attorney with an exten-
sion t~rou~h Friday A~ril 22nd granted to the company
to comply. Carried.
7- LOADING ZONES - MONTALV0 - NEWPORT AVE.
Report ~esented by Mr. Gill with correspondence from
the County of Orange Traffic Committee and the State
Division of Highways.
Mr. Aun~y, a~orney representing Montalvo Co. asked for
a 2 week defermerit.
Mr. Rourke informed the Council that the City could have
liability by permitting s dangerous condition to exist.
Moved by Coco, seconded by Ring that Resolution No. 820
~cindin~ Resolution No. 819 which provided a temporary
losdin~ zone at 13~01 Newport ~ve. and,reinstating all
No Parking and No Stopping areas as set fort~ in Resol-
ution No. 815, be ~sssed and adopted. Carried by roll

8. RESOLUTION NO. 821 '
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN PROTESTING THE REQUIREMENT BY THE
POSTMASTER GENERAL OF RURAL-TYPE MAILBOXES
FOR CURB DELIVERY IN ALL NEW SUBDIVISIONS

9. ORANGE COUNTY HARBOR DISTRICT
Mr. Gill reported on action of Local Agency Formation
Commission on april 13th regarding resolutions of
Cities requesting withdrawal from the Harbor District and
recommended that this Council take no action on the ma~er
for 3 weeks when s~s of these cities is determined.
Moved by Klingelhofer, seconded by Coco that no action
re~ardin~ withdrawal from Harbor Distric~ be taken a~"thlS
time, but that a letter of SUDDOr~ and .coOy of ~ro~osed
resolution be sent ~o the Board of Supervisors. Loca~
~ency ~'orma~ion Commission? and all cities in 3rsn~
County. Carried.

NEW TRACT NO. 6134
BUSINESS
Approval of Final Map of Trsc~ No. 6134 and authorizing
theMayor and City Clerk ~o execute the necessary documents.
The following persons spoke in pro~es~ of the street
layout of this tract~

Mr. William Adsms, 14601 Yorba St.
L. Rampel reoresenting H. Meter, Amaganse~ Way
City Attorney Rourke held that in accordance with City
Subdivision Ordinance and State Subdivision Act, the func-
tion of ~he Council at this time is only ~o determine
if the final map substantially follows and adheres to
all conditions of the tentative map and if so ~o approve
this final map. Failure ~o adhere to the Ordinance &
Subdivision Act could result in courtaction.
Mr. Don Oi~elson representing this developmen~ stated
he felt all remarks were being made ~oo late and that
he strongly requested that oroblem be resolved at this
meeting.
Moved by Klingelhofer, seconded by Coco that nhe final
map of ~rec~ no. 6154 be a~roved sndI~he Mayor and Clerk
~e authorized to execute t~e necessary documents. Carried

2. SEVENTEENTH & HOLT ANNEXATION
Moved by Miller, seconded by Coco that proposed annex-
ation designated "Seventeenth & Hole Annexation" be
referred to the Planning Commission for report and/or
recommendations. Carried.
3. APPROVAL OF DEMANDS
Moved by Klingelhofe~ seconded by Ring that demands in
the amount of $21~898o26 be aooroved and paid. Carried.

2. On behalf of residents of Diamond Head, Mr. Miller
expressed appreciation to the City Staff for expedit-
ious way the installation of well at end of street
was carried out.

Moved by Miller, seconded by Ring that approval be given
Foothill High School Music De-oartment to hang a banner
over designated City Street from April 20th through May
9th, under direction & to specifications of Public Works
Department. Carried.
Moved by Ring, seconded by Klin~elhofer that correspon-
dence be received and filed. Carried.

ADJOURN- Mayor Mack announced that this meeting will be adjourned
MENT Tuesday evening April 19th at 7:00 P.M. at TAYC.
