SUBJECT: CURBSIDE RESIDENTIAL RECYCLING PROGRAM UPDATE
RECOMMENDATION:
Receive and file.
BACKGROUND:
At the City Council meeting of August 20, 1990 Council directed
staff to further pursue the automated -commingled curbside
residential recycling program for City of Tustin single family
dwellings.
Staff met with Great Western Reclamation and Waste Management of
North America on September 5, 1990.
DISCUSSION:
The residential curbside recycling program offered by Great Western
Reclamation and Waste Management of North America was explained in
further detail by the companies' representatives. It was
determined that the initial phase of the recycling program would
involve only the distribution of one 65 gallon green container for
recyclable materials which would be picked up bi-weekly.
Therefore, residents would continue to utilize their own refuse
cans for all other non -recyclable waste.
It was also explained by the companies' representatives that they
are searching for a temporary facility (3-5 years) to serve as a
sorting facility for the collected recyclable materials. This
facility would receive recyclable materials from areas other than
just the City of Tustin. One of the sites under consideration is
located within Tustin on Del Amo Avenue, southerly of Valencia
Avenue in the industrial area. Great Western also indicated that
they are negotiating with the Irvine Company for a permanent 16
acre site in the City of Irvine.
Great Western indicated that it would take a minimum of 120 to 180
days to implement a program once an agreement between the City and
Great Western is finalized.
Staff is continuing to negotiate the rates for the recycling
program and cannot make a final recommendation until all of the
elements of the program are known.
