CALL TO Meeting called to order a~ 7:34 P. M. by Mayor Mack.

APPROVAL OF Moved by Klingelhofer, seconded by Miller, that
MINUTES Minutes of March 7th meeting be approved as mailed.
Carried.

PUBLIC 1. ZONE CNANGE 66-150 - Adobe Developmen~ Co.
HEARINGS
To permit a change of zone from PD-4500 to R-1 on
approximately l0 acres of land on Uest side of
Yorba St., 700' North of 17th St., Tustin.
Hearing opened a~ 7:50 P. M.
Staff Report and recommendations of Staff and Planning
Commission presented by Mr. Taylor.
There being no objections or commen~s, the Hearing
was declared closed a~ 7:54 P. M.
Moved by Coco, seconded by Miller, that Zone Chan~e
No. 66-150 of Adobe Development Co. be approved and
the City Attorney be directed to draft an Ordinance
covering this Zone Change, for first reading at the
next regular meeting. Carried by rollcall.

2. AMENDMENTS TO ORDINANCE NO. 157, AS AMENDED
To require Use Permits for construction of Gas Stations
in the City of Tustin.

Staff Reporz and recommendations and Correspondence
from Western Oil and Gas Association presented by
Mr. Taylor.
There being no objections or comments, the Hearing

It was suggested by Councilman Coco, that
the City Administrator obtain copies of Ordinances
regulating Gas Stations from other Cities such as
Santa Barbara, Anaheim, San Jose, e~c.
Moved by Klingelhofer, seconded by Coco, that
Con~iders~ionoflAmendments to Ordinance 1~7,
regardingGas~Stations be deferred ~o the April 18th
Meeting. Carried.
OLD 1.0RDINANCE NO. 305 - second reading.
BUSINESS
AN 0RDINANCE OF THE CITY OF TUSTIN, CALIFORNIA,
REGULATING THE CONSTRUCTION, ERECTION, ALTERATION,
REPAIR., AND MAINTENANCE OF ADVERTISING SIGNS AND
THEIR SUPPORTS
Mayor Mack expressed the feeling of the Council that
they in no way intended ~o proceed without people
being properly heard. The Mayor stated that although
the Sign Ordinance Study has been going on for over
a year it appears that some people have not been
heard and that he feels sure it is the goal of the
Council to have an Ordinance that everyone can live
wit~.

requesting a 60 day pos~ponemen~ were:

Mr. Bud Coke, Parker Drive, Tustin, spoke in favor
of s restrictive. well planned, regulatory Sign
Ordinance.
Upon questioning by Mr. Coco, as ~o the need for a
60 day delay, Mr. Barletta and Mr. Schoeffler stated
that 30 days would be needed for study by the Board
of I~ealtors. Chamber of Commerce and o~her interested
parties and an additional 30 days ~o then mee~ with
the City Planning Commission and Council.
Moved by Ring, seconded by Klingelhofer,
that second readinE of Ordinance 305 be deferred to
June 6th meeting.
Moved by Coco, seconded by Miller, that the Council
defer any further action on the Sign Ordinance until
the 18th of April, at which time commen~s be sub-
mit~ed and a decmsion will be made a~ that time as ~o
what further action is required. Carried by roll

Mayor Mack assured Mr. Schoeffler of a chance-to
sit with the Commission and the Council to go over

2. ORDINANCE NO. 306 - first reading.
AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA,
REZONING PROPERTY ON APPLICATION NO. ZC 65-149
OF SCHOEFFLER.
Moved by Coco, seconded by Klingelhofer, that
Ordinance No. 306, rezoning property on Application
No. Z. C. 65-149 of Schoeffler, have first
reading by title only. Carried unanimously.
3. INDUSTRIAL FIRE ZONE REPORT - HARRY GILL
~eport from Mr. Gill, with Correspondence from
irvine Co~, Santa Fe Land Improvement Co.,
and Fire Chief Hilton.
The hepor~ of the City Administrator recommended
that the industrial Ares of the City, continue
to be in Fire Zone 5-
Moved by Klingelhofer, seconded by Coco, that
PAre Zone 2 be maintained as it stands,
Mr. Gill informed the Council that the Building
Department - Board of Appeals, who had requested
this Study, had no~ seen the ReDort from
Chief Hilton and if it were the pleasure of the
Council, any action could be deferred until such
time as the Board Members had received the report.
Moved by Ring, that ~he City Attorney be directed
to draft an Ordinance rezoning industrial property
~o Fire Zone 3- Motion died for lack of second.
Moved by Coco, seconded by Klingelhofer, that
Fire Zone 2 be retained in Industrial Zoned
Property.:.. Carried, Mr. tiing voting No.
4. REQUEST FOR BLOCK WALL --DIAMOND HEAD DRIVE.

Wall to be constructed on City Property a~ the

Moved by Coco, seconded by Ring, that request
of the ~esidents of Diamond Head Drive be
approved. Carried.
Mr. Miller returned to his seat on the Council.
VII.
NEW 1. RESOLUTION NO. 816
BUSINESSA RESOLUTION DECLARING THAT PROCEEDINGS HAVE BEEN
INITIATED BY THE CITY COUNCIL OF THE CITY OF TUSTIN TO ANNEX
TO SAID CITY CERTAIN UNINHAITED TERRITORY DESCRIBED HEREIN
AND DESIGNATED AS 'FAIRMONT WAY ANNEXATION' TO THE CITY OF TUSTIN
AND GIVING NOTICE OF THE PROPOSED ANNEXATION.

Resolution No. 816 be read by title only. Carried
unanimously.
Moved by Coco, seconded by Ring, that Resclution No. 816
declaring that proceedings have been initiated by the
City Council of the City of Tustin to annex to said
City certain uninhabited territory described therein,
and designated as 'Fairmont Way ~nnexation' and giving
notice of the proposed annexation, be passed and adopted.
Carried by Roll Call: Ayes: Mack, Klingelhofer, Coco,
Miller, king. Noes: None. Absent: None.
2. RESOLUTION NO. 817
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, COMMENDING THE TUSTIN JUNIOR
CHAMBER OF COMMERCE.
Moved by }king, seconded by Ktingelhofer, ~ha~
Resolution No. 817 be read in its entirety. Carried.
Moved by Ring, seconded by Klingelhofer, that Resolution
No. 817, commending the Tustin Junior Chamber ~f
Commerce, be passed and adopted. Carried by Roll Call.

3. TRACT #5443
ACCEPTANCE OF IMPROVEMENTS IN TRACT #5443 AND
EXONERATION OF BONDS.
Moved by Klingelhofer, seconded by Ring, that the
improvements in Tract ~'544~ be accepted and that
the Bonds are ~o be exonerated.
4. APPROVAL OF DEMANDS
Moved by Coco, seconded by ~ing, that Demands in the
amoun~ of ~1~20.67~.?~ be amproved and paid.

OTHER 1. PARK SITE ACQUISITION
BUSINESS
Report and recommendations presented regarding
acquisition of a parcel of land 30' X 751', adjacen~
to the Columbus Tustin School for Park Site.
City Administrator ~irected Eo investigate all aspects
mncluding the County Alignmen~ of Bene~a Way and
report feasibility of this ~arcel for a Park site
~o the Council.

3. MCFADDEN STREET STRIPING
City Administrator was directed to check inuo
the striping of McFadden Street.
4. ALAMO OIL CO. STATUS
City Attorney requested to check the status
of Alamo Oil Station and report at next
meeting.
5. FIRST STREET TRUCKING FIRM
Mr. Gill reported that all details regarding
trucking firm on First Street beuween A and B
Streets have been submiZted to the City Attorney.
Mr. Rourke stated he would submit a ruling as
to use at next regular meeting.
IX. Moved by Klingelhofer, seconded by Ring, that
CORRES- Correspondence be received and filed. Carried.
