RECOMMENDATION:
That the City Council, at their meeting of October 1, 1990 appoint a member
to serve as Liason Representative from Tustin on the Moulton Parkway Super
Street Study. File No. 629.7.
DISCUSSION:
The Orange County Transportation Commission, (OCTC) has developed a "High -
Flow Arterial Concept" which is known as Super Street. A concept study
indicated that substantial improvements in vehicle delay, number of stops,
fuel consumption and vehicle emissions can be achieved through the
implementation of the High -Flow Arterial Concept. As a result of studies, a
network of twenty-one Super Streets have been identified in Orange County.
Beach Blvd. from Pacific Coast Highway (PCH) to Imperial Highway was selected
as Orange County's first Super Street and Super Street improvements are now
under design for that facility. The OCTC is now in the process of selecting
the next County Super Street for improvement. Candidate Highways are:
Moulton Parkway - Pacific Coast Highway to Main Street in Santa Ana
Imperial Highway - Orange County line to Santa Ana Canyon Road
Katella Avenue - I-605 to SR -55
Data collection for the Moulton Parkway Study has been ongoing since July
1990. The project has reached the phase where it would be desirable to have
City Council Representation at future breakfast workshop meetings. A
tentative meeting schedule is attached. If, because of the short lead time,
it is not possible for a council member to attend the October 3, 1990
meeting, it is suggested that a staff member be designated to attend in lieu.

On June 12, 1990, the County of Orange selected a private firm, P&D
Technologies, to prepare the Moulton Parkway Super Street Project Report.
This study will identify improvements to meet the Super Street Program
objectives for Moulton Parkway from Main Street in Santa Ana, to Pacific
Coast Highway in Dana Point. Work on the study has begun and is scheduled
to be completed by December 31, 1990.
Local agency and public participation is vital for the success of this
project. The County of Orange strongly encourages input from your city and
its citizens during the course of the study. In that spirit, I ask that
you designate a member of your city council to serve as "liaison" for the
study. The councilmember will coordinate policymaking decisions affecting
your city, and will receive monthly progress reports and public meeting
notices. Furthermore, to promote citizen involvement, a Public
Participation Program has been prepared and will be submitted to your
designated councilperson. The program highlights include city council
presentations, informational public meetings, newsletters, etc.
The Moulton Parkway Super Street Study objective is to identify
improvements which can reduce traffic congestion and increase mobility in
the corridor. The County of Orange views your city's participation as an
essential element of the study. With the first public workshop scheduled
for October, your designation and response by October 1, 1990, will be
