APPROVAL OF Moved by Ring, seconded by Klingelhofer that MINUTES minutes of February 7~h meeting be aDproved as mailed. Carried. V. PUBLIC HEARINGS 1. SIGN ORDINANCE - continued from Feb. 7th meeting To consider amending those sections of Ordinance No. 157, as amended, pertaining to signs and to consider the adoption of a revised sign OrdiEance repealing the existing 'Sign Ordinance No. 183. Hearing opened at 7:32 P.M. Exhibits of scale drawings oresented by Mr. Taylor. AMENDMENTS TO CERTAIN SECTIONS OF THE PARKING REQUIREMENTS IN RESIDENTIAL DISTRICTS Hearing opened at 7~35 P.M. Background and recommendations of the Planning Commission and staff presented by Mr. Taylor. There being no objections or comments the hearing was declared closed st 7:37 P.M. Mr. Taylor explained that accessibility to garages and aarpor~s for multiole dwellings could be con- trolled by the ArchiteCtural Committee and by the established standard turning radius. ORDINANCE NO. 504 Moved by Klingelhofer, seconded by Ring that Ordinance No. 504, amending the Zoning Ordinance, providing f0rI garageS, ha~e first reading by title only. Carried unanimously. TIC TOC MARKETS - SIGN APPEAL To consider the appeal by Tic Toc Markets of the decision of the Council regarding the size of a free standing pole sign st Market located at 15822 Pasadena Ave., Tustin. Hearing opened at 7~44 P.M. There being no objections or comments the hearing was declared closed at 7:45 P.M. Moved by Coco~ seconded by Klingelhofer that Tic. Toc Markets be recuired To install s non-standard sign of 24~ 6'~ high and 7~ X 7~ square and that they be granted permission to install a 2' X 7~ panel indicating hours of operation on the same pole, below the clock. Carried by roll call Ayes: Mack, Klingelhofer, Coco, Miller. Noes: Ring. Absent: None. Councilman Ring s~sted that he felt this decision not equitable end requiring the applicant to go to excessive added expense. VI. OLD 1. ORDINANCE NO. 301 - YORBA STREET ANNEXATION NO-3 BUSINESS AN ORDINANCE APPROVING THE ANEXATION OF CERTAIN UNINHABITED TERRITORY, DESIGNATED YORBA STREET ANNEXATION NO. 3" TO THE CITY OF TUSTIN Moved by Klingelhofer, seconded by Ring that Ordinance No. ~01 have second reading by title only. Carried buasnimously. Moved by Ring, seconded by Miller that Ordinance No. ~01~ a~proving the Yorbs Street Annexation No. ~, be ~asse~l and ado~ted~ Carried by roll call. ORDINANCE NO. 302 - UNIFORM FOOD ORDINANCE AN ORDINANCE OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING CHAPTER ll OF THE TUSTIN CITY CODE, RELATIVE TO FOOD AND FOOD ESTABLISHMENTS Moved by Miller, seconded by Coco that Ordinance No. ~02 have second readin~ by title only. Carried unanimously. Moved by Miller, seconded by Ring that Ordinence No. B02~ amending Chsoter l~ of the Tus~in City Code relative to food and food establishments, be passed and adopted. ORDINANCE NO. 303 - PRE-ZONING AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE ZONING ORDINANCE N0. 157, AS AMENDED Moved by Coco, seconded by Miller that Ordinance No. 303 have Aecond reading by title only. Carried unanimously. Moved by Ring, seconded by Klingelhofer that Ordinance No. 303, amending the Zoning Ordinance No. 157, as amended, be usssed and adooted. Carried by roll call. Ayes: Mack, Klingelhofer, Coco, Miller, Ring, Noes: None. Absent: None. 4. INDUSTRIAL AREA FIRE ZONE REPORT - Moved by Ring, seconded by Klingelhofer that reoort of Harry Gill on Industrial Ares Fire Zones be deferred to the next regular meeting. Carried. VII'. NEW BUSINESS 1. RESOLUTION N0. 814 - CENSUS AGREEMENT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE STATE OF CALIFORNIA FOR CONDUCTING OF A POPULATION ESTIMATE OF THE CITY OF TUSTIN, CALIFORNIA. Mr. Gill explained that a Population Estimsue by the State must be run simultaneously with the actual coun~ in order to calibrate their population esuimates. Moved by Klingelhofer, seconded by Ring, that Resolution No. 814 be read by title only. Carried unanimously? Moved by Miller, secor~ed by Klingelhofer that Resolution No. 814, authorizing execution of an agreement With the State of California for conduc- ting a population estimate for the City of Tustin, be passed and adopted. Carried by roll c~ll. Ayes: Mack, Klingelhofer, Coco, Miller, Ring. Noes: None. Absent: None. 2. CLAIM OF ARCHIE DALE DONALDSON Moved by Klingelhofer, seconded by Coco that the City gO on record ss denyin~ the claim for injury o_fArchie Dale Donaldson. Carried. 3. PERMISSION FOR THE MAYOR TO LEAVE THE STATE. Moved by Coco, seconded by Ring that Mayor Mack be granted permission ~o be absent from the state from February 27, 1966 through March 4, 1966. Carried. ACCEPTANCE OF IMPROVEMENTS IN TRACT NO. 5468 AND TRACT N0. 5470 AND EXONERATION OF BONDS Moved by Miller, seconded by Coco that the im- provemenus in Tract No. 5468 be accepted and the bonds be exonerated. Carried. · Moved by Miller, seconded bY Coco that the improve- ments in Tract No. 5470 be accepted and the bonds be exonerated. Carried. 5. RESOLUTION NO. 815 A RESOLUTION OF THE CITY OF TUSTIN ESTABLISHING NO PARKING AREA AND NO STOPPING AREAS ON CERTAIN PORTIONS OF NEWPORT AVENUE, TUSTIN. Moved by Coco, seconded by Klingelhofer that Resolution No. 815 be read by title only. Carried unanimously. Moved by Coco, seconded by Ring that Resolution No. 815, establishing no parking areas and no stopoing areas on certain portions of Newport Avenue be osssed and adooted. Carried by roll call. Ayes: Mack, Klingelhofer, Coco, Miiler, Ring. Noes: None. Absent: None. 6. APPROVAL OF DEMANDS Moved by Coco, seconded by Ring that demands in the amount of'$20,516.42 be apDroved. and paid. Carried. VIII. REPORTS & 1. REPORT ON 17th ST. CENTERLINE STRIPING OTHER BUSINESS No action 2. Mr. Ring commented on the appreciation expressed by residents of Santa Clara-Yorba St. area forthe ~ way stop signs. IX. CORRESPON- Correspondence received and filed. DENCE X.
