It is recommended that the Agency approve a contribution to the
County Library for design costs of the Civic Center Library facade
modifications not to exceed $50,000, subject to conditions
contained herein.
BACKGROUND
The Orange County Library Department has reviewed and supports the
proposed changes to the Civic Center site as the changes affect
Library parking. Amendments to the current Library lease will be
negotiated prior to initiation of the bid process for the Civic
Center project.
While the County Library has considered refurbishment of their
Tustin facility as part of their Capital Improvement program, their
current budget does not include design costs for the modification
to the facade of the Library to establish architectural
compatibility with the proposed modifications to the Civic Center.
The County has met with John Bates, the architect preparing the
City's remodeling plans to discuss alternatives regarding the
Library facade renovation. In conversations with Mr. Bates,
possible exterior alterations to the building that will be
necessary include the following:
1. Replace the entire building stucco surface including scoring
and removal of existing natural wood fascia. Substitute
trellis with similar stucco detail as incorporated in the
Civic Center.
2. Replace existing roof tile with the same concrete roof tiles
as used on the Civic Center remodel. Note: at the same time
replacing broken material.
3. Develop exterior statement which reflects elements used at

primary entries to Community center and City Hall. Add
colonnade elements to primary elevation(s).
4. As a corollary of entry statement development, remove/replace
windows or refinish same to blend with new Civic Center.
5. Upgrade landscaping and flatwork treatment to blend with Civic
Center.
The preliminary construction costs of the foregoing appear to range
from approximately $250,000 to approximately $330,000. These costs
are preliminary, predicated on conceptual ideas rather than
construction documents. The County has indicated that they would
like to utilize the services of Mr. Bates. However, at this time
their budget does not permit them to secure services from Mr.
Bates. They are, therefore, requesting that Tustin consider
providing the fee for architectural services for Library facade
modifications. Average architectural design services would
normally range from 8 to 10 percent of construction costs with
additional minor reimbursable costs for plan reproduction, etc.
Proposed improvements to the Library facade will significantly
improve the appearance of the entire Civic Center site.
Redevelopment Agency staff would, therefore, support the Library's
request provided that any design cost contributions are limited to
the County utilizing the services of John Bates Associates, costs
do not to exceed a total amount of $50,000 and no funds are
released to the County until a modification to our current Lease
Agreement is approved by the County Board of Supervisors.
