REQUEST FROM MRS. HAY TO DISCUSS CHILD CARE
FOR SCHOOL AGE CHILDREN.

BACKGROUND
As Council will recall, in June 1990, the City Council appointed
the Tustin Area Ad Hoc Child Care Committee, whose work is in
progress. Since the City Council has given this Committee the
responsibility to address child care for the entire Tustin area, it
may be inappropriate to address the Veeh school issue before the
Committee completes its work.
Staff understands that the child care program at Veeh is being
accommodated in the School's Multipurpose Room. It is less than
ideal that the Kindergarten students must take a bus to Beswick;
however, it should be noted that many Tustin schools have no after-
school child care. Currently, of the nine Tustin area elementary
schools that are open, only two have child care programs on site.
Child care is a community -wide issue; hence, the Child Care Ad Hoc
Committee appointed by the City Council.
Mrs. Hay has been invited to attend the Tustin Area Ad Hoc Child
Care Committee meetings. They are held the fourth Tuesday of each
month. Staff appreciates Mrs. Hay's concern for her children and
the Veeh school; however, the Ad Hoc Child Care Committee is
addressing the needs of all the children in Tustin. It might be
unsuitable to address one school's issues prior to the Committee
completing its work and presenting same to the City Council.
Staff anticipates that the report will be ready for review by the
Parks and Recreation Commission sometime in February 1991. As
Council will recall, the City Council directed the Committee to
report back to the Parks and Recreation Commission before having
the Council take up the matter. It is anticipated that Mrs. Hay
will attend the November 5 Council meeting.

BACKGROUND:

The Ad Hoc Child Care Committee is progressing toward the goal of
developing a comprehensive report on child care in Tustin. This
report will be presented to Parks and Recreation Commission and
City Council this winter as scheduled. In addition to defining
the scope of the project, the committee has inventoried existing
child care resources, and identified unmet current and future
needs. The Committee has met July 31, August 28, and September 25,
1990 to accomplish the work completed to date. At the October
meeting, the committee will begin to develop recommendations which
will define the roles of the private sector as well as public and
non-profit service agencies within Tustin's Child Care network.
Staff is impressed with the level of commitment and the expertise
represented on the committee. The continued diligent work of this
group will result in a report which can help in developing a child
care network consistent with Tustin's needs.
Community Services Department Staff will continue to update the
City -Council as to the Committee's progress.
