HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION REPORTS NO. 5 11-5-90 Inter - Com SUBJECT: REQUESTED REMOVAL OF "NO U-TURN SIGN ON TUSTIN RANCH ROAD AT IRVINE BOULEVARD RECOMMENDATION: Receive and file. BACKGROUND: The City Council, at their meeting of October 151 19901 requested an investigation into the possible removal of the "No U -Turn" sign for northbound Tustin Ranch Road at Irvine Boulevard. A review of the subject intersection revealed that the "No U -Turn" sign cannot be removed due to the presence of a right turn overlap (this is where the right turn on Irvine Boulevard receives a green arrow at the same time Tustin Ranch road receives a green arrow for left turns) arrow on Irvine Boulevard. Although right turn volume off of Irvine Boulevard is currently light, as soon as the Tustin Ranch Road interchange with the Santa Ana Freeway is completed the right turn demands are anticipated to increase dramatically. The traffic signal at Irvine and Tustin Ranch Road has been designed to accommodate the freeway interchange traffic as well as the anticipated growth in the Tustin Ranch area. The removal of the "No U -Turn" sign at this time would have only a minor impact, but in the future will have adverse effects. DISCUSSION: The Tustin Ranch Road Over -crossing at the Santa Ana Freeway scheduled completion dates are as follows: March 1, 1990 - Freeway northbound off -ramp and southbound on-ramp to be completed.
