SUBJECT: RESOLUTION #90-130 SEASONAL WATER STORAGE

Adopt Resolution 90-130 stating -commitment to place savings from
Seasonal Water Storage Service and Interruptible Service into a
special account.
DISCUSSION:
In May, 1990, the Tustin City Council adopted a Voluntary Water
Conservation Program, with a goal of reducing water consumption by
ten (10 ) percent, in order to reduce the risk and severity of water
shortages should drought conditions continue.
Staff then began working on the City's plan of action for voluntary
water conservation which included:
A) Obtaining publications on water conservation from
Metropolitan Water District of Orange County (MWDOC).
Status: Currently, the cashier's counter is stocked with
various water saving brochures which are available to all
customers. They are also mailed out to residents who call and
request information.
B) Supply Water Conservation Kits for residents.
Status: Over 200 conservation kits were available to City
residents at the cashier's counter, but due to budget cutbacks
MWDOC is no longer supplying these kits.
C) Water bill messages.
Status: This is an ongoing process where we enter a new water
conservation message each billing month.
D) Press Release.
Status: Press release sent out to 84 local news agencies and
groups. Water conservation message was inserted in the Tustin
Today Community Bulletin.

E) Notify restaurants.
Status: Mailed letters and water conservation tents to all 45
restaurants in Tustin asking them not to serve water unless the
customer asked. In addition, we provided each establishment with
two posters that say "Just Ask" for water.
F) Internal City Hall controls.
Status: Field Services has installed moisture sensitive
sensors at several parks and landscape medians; this allows
watering only when needed.
Water Operations Capital Improvement Schedule has prioritized
projects that may help conserve water i.e., leaking mains and
reservoir repair. Community Development has made developers aware
of the uses of drought resistant plants and landscape.
Overall, the City's conservation efforts has reduced water
consumption by approximately six (6) percent. Although this amount
is below the anticipated ten (10) percent, it does show a decrease
in water consumption. The Metropolitan Water District of Orange
County has made funds available to further assist in our water
conservation. The funds are available via a five dollar credit in
the rate of Seasonal Water Storage Service and Interruptible
Service. It is anticipated that we will purchase between 1000 and
1500 acre feet of long term Seasonal Storage Water this year. This
will equal a credit in the amount of $5,000 to $7,500 for continued
water conservation efforts.
These monies will be set aside and used for water conservation
materials such as water conservation kits, and promotional items on
an as needed basis. In order to be eligible for this credit the
City of Tustin must adopt Resolution 90-130, stating a commitment
to lace savings from Seasonal Water Storage Service and

RESOLUTION 90-130
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, STATING COMMITMENT TO PLACE SAVINGS FROM
SEASONAL WATER STORAGE SERVICE AND INTERRUPTIBLE
SERVICE INTO A SPECIAL ACCOUNT.
WHEREAS, the Metropolitan Water District of Southern
California has adopted water rates, effective July 1, 1990; and
WHEREAS, the water rates for Seasonal Storage Service and
for Interruptible Service include a provision for a reduction in
the rate by five (5) dollars per acre-foot under the condition
that the savings be placed into a special account to be used to
store or conserve water; and
WHEREAS, the City of Tustin desires to participate in
programs to store or conserve water under the conditions specified
by the Metropolitan Water District.
NOW THEREFORE, be it resolved that the City Council of the
City of Tustin hereby states its commitment to place the savings,
which may accrue from the five (5) dollar rate reduction of
Seasonal Water Storage Service and Interruptible Service, into a
special account to be used for programs to store or conserve water
that will be available to meet domestic and municipal demands.
PASSED AND ADOPTED at a regular meeting of the City
Council of the City of Tustin, California, held on the
day of , 1990.
