HUSTON, CITY MANAGER COMMUNITY DEVELOPMENT DEPARTMENT OLD BUSINESS NO. 2 10-15-90 Inter - Com GRAFFITI REMOVAL PROGRAM UPDATE AND PROPOSED STUDY APPROACH RECOMMENDATION Receive and file. BACKGROUND On July 16, 1990, the Community Development Department submitted to the City Council recommended actions on a comprehensive approach for improvements to the Southwest Neighborhood Stabilization Program. One component of the program was the establishment of a graffiti removal program to facilitate removal of graffiti on private property. With the concurrence of the City Council, staff have begun a study to assess the techniques available and the costs associated with establishing a graffiti removal program. While staff will be prepared to provide a recommendation on the program within approximately 30 days, an outline of those issues being evaluated is attached for the City Council as a status update. In addition to the graffiti removal program, the City Council at their meeting on September 17th, asked for a status update on other recommendations acted on by the City Council on the Southwest Neighborhood Program. The following is a synopsis of the status of each program recommendation: City Enforcement - Selection of a final code enforcement officer is proceeding, with an expected start date in early November. Annual Inspection Program - The Community Development Department will be presenting an evaluation report to the City Council in January 1991. This program will be coordinated with the help of the Apartment Owners' Association. Ordinance Revisions - Any necessary public nuisance and citation infraction code provisions will be prepared by the code enforcement officer when they are hired. The Community Development Department expects to present those ordinances to the Council in early 1991. City Council Report Graffiti Removal Program October 15, 1990 Page 2 Update and Proposed Study Approach Marketing - On September 17th, the Community Development Department presented the Apartment Managers' Certificate Program to the City Council, which is one component of the marketing program. The program will be refined over the next few months with implementation planned in early 1991.
