HUSTON, CITY MANAGER COMMUNITY SERVICES DEPARTMENT PARK NAME POLICY/GUIDELINES RECOMMENDATION Pleasure of the Council. NEW BUSINESS N0. 1 10-15-90 Inter - Com ALTERNATIVES 1. Dedicate the Neighborhood Park in Tract 12763 in honor of Ursula E. Kennedy. 2. Dedicate a Community Park, i.e. with the multipurpose/cultural arts facility, in honor of Ursula E. Kennedy. 3. Make an exception to the policy and name the Neighborhood Park, or a future park site in honor of Ursula E. Kennedy. 4. Refer the matter to the Parks and Recreation Commission for further study. BACKGROUND At the October 1, 1990 Council meeting, Councilman Potts requested a report from staff regarding naming a park in honor of Ursula E. Kennedy. Mrs. Kennedy was the first elected Councilwoman and the first female Mayor of Tustin. The Council formally adopted guidelines for naming parks in February of 1989. These guidelines were developed based on information and policies from other Orange County Cities and were discussed at length with the Parks and Recreation Commission to arrive at the following adopted policies: 1. The City of Tustin is the "City of Trees". Whenever appropriate, parks should be named for a tree. 2. When a tree name is not available or suitable, and whenever appropriate, park names involving a ranch theme could be used. Park Name Policv'-uidelines Page 2 3. Since the Peters Canyon Wash runs through East Tustin, a canyon theme could be used for parks developed in the Peters Canyon area. 4. If a person pays for a park's development in its entirety, the park could be named for them or the name of their choice as approved by the City Council. 5. If none of the guidelines above are applicable, the park could be named for a street location. Staff has been working with a neighborhood task force for the design of the three acre neighborhood park located on Myford and Heritage Way. Currently the park is in the working drawings phase. Using the adopted guidelines, the task force will reconvene in January of 1991 to suggest names for the park to be considered by the Parks and Recreation Commission. The Parks and Recreation Commission would in turn recommend a name for the park for the City Council's approval. Mrs. Kennedy has been very supportive of Parks, Community Services, and Cultural Arts Programs in Tustin. She, along with former Councilmember Ron Hoesterey, was instrumental in the development of the Tustin Area Senior Center. Because the Council has adopted formal guidelines which do not recommend that parks be named for people, unless the person pays for the park's development in its entirety, it might be more appropriate to dedicate a park in Mrs. Kennedy's honor. In addition to the three acre neighborhood park currently being developed, 3 community parks are planned. Future park development includes a 17 acre community park located on Jamboree and Portola Parkway which is designated to have a multipurpose/ cultural arts facility. For her support of cultural programs in Tustin, the Council could dedicate this particular community park in her ho"or. The appropriate time to consider this matter would be when the Council approves the park name. For the neighborhood park on Heritage Way and Myford, the name should be considered in February or March of 1991. The development of the 17 acre community park has not yet been scheduled. The preliminary cost estimate to design and develop the park is $4.3 million. Design elements may include a 20,000 square foot multipurpose community/cultural facility, a parking lot, landscaping and irrigation, and a picnic area.
