APPROVAL OF Moved by Klingelhofer, seconded by Ring that minutes
MINUTES of November 15th meeting be approved as mailed. Carried.

.PUBLIC 1. Zone Change 65-143-Associates Funding
HEARINGS
To permit a change of zone from R-3 to C-1 on property
located at Newport Avenue and Sycamore (Freeway off-
ramp) - re-advertised hearing.
Hearing opened at 7:45 P.M.
Background and Staff Report presented by Mr. Haworth.
Mr. C. Arthur Nisson spoke representing applicant.
Moved by Miller, seconded by Ring that recommendation
of the Planning Commission for denial of zone change
65-143 of Associates Funding be upheld and change of
zone be denied. Carried by roll call - Ayest Ring,
Miller, Klingelhofer. Noes: Coco and Mack.
2. Zone change. 65-148 - City of Tustin
To permit a change of zone from C-2 to C-1 on the
property located on the Southeast corner of Lagtuna
ioad and Newport Avenue, Tustin.
Moved by Rin , seconded by Kllngelhofer that zone
change 65-148 be referred back to the Planning
Commission. Carried unanimously.
3- Amending Ordinance No. 157 - Parking Require-
ments continued from November l5th Meeting
To consider amending sections of the Zoning
Ordinance, regarding parking requirements in
Residential Zones.

Requirments and Staff Report presented by Mr.

Moved by Miller, seconded by Coco that amendments
to the Zoning Ordinance regarding parking require-
ments be approved as recommended in Resolution
No. 799 of the Plarming Commission and City Attorney
directed to draft an ordinance for reading at the
next regular meeting. Motion carried unanimously.
Moved by Coco, seconded by Miller that remainder of
amendments regarding parking requirement definitions
as set forth in Resolution 800 of the Planning Com-
mission be referred back to the Planning Commission
for further study and recommendations. Carried.

OLD 1. Ordinance No. 297
BUSINESS "An Ordinance of the City Council of the City of
Tustin, California, approving Zone Change on Ap-
plication No. ZC65-147 of the City of Tustin.
Moved by Coco, seconded by Miller that Ordinance
No. 297, approving Zone Change on Application
65-147 have first reading by title only. C~rried
unanimously.
2. Ordinance No. 296 - Red Hill Center Annexation
'An Ordinance approving the Annexation of Certain
Uninhabited Territory designated Red Hill Center
Annexation to the City of Tustin, California.
Moved by Klingelhofer, seconded by Ring that Or-
dinance No. 296 approving Red Hill Center Annexa-
tion have second reading by title only. Carried
unanimously.
Moved by Coco, seconded by Miler that Ordinance
No. 296, approving Red Hill Center Annexation
to the City of Tustin be passed and adopted.
Carried by roll call - Ayes Mack, Klingelhofer,
Coco, Miller, Ring. Noes= None. Absent None.
3. Ordinance No. 298
"An Ordinance of the City Council of the City of
Tustin, California, changing motor speed limits
on First Street between Newport and Red Hill
Avenues, Tustin, California.
Mr. Robert Lewis spoke on behalf of the First
Street Area residents.
Moved by Ring, seconded by Klingelhofer that
Ordinance No. 298 with change from 30 MPH to
25 MPH be read by title only. Motion carried.
Mr. Coco voting No,
Moved by Miller, seconded by Klingelhofer that
Ordinance 298, changing motor speed limits
on First Street between Newport and Red Hill
Avenues have second reading by title only.
Carried- Mr. Coco voting No.
Moved by Miller, seconded by Ring that as a
safety measure Ordinance No. 298 be adopted
as an Urgency Ordinance, Carried by roll call.

Mr. Dudley Wright spoke on behalf of applicant.
Moved by Klingelhofer, seconded by Miller that
applicant be granted access rights for two
drives as requested. Motion carried Ayes:
Mack, Klingelhofer, Miller. Noes Ring, Coco.
5. Petition regarding non-conforming use on
North side of First Street approximately 140'
West of "B" Street.
Petition signed by 33 area residents protesting
new trucking firm at above location was filed
with the Council. '
Mr. Jerome Kidd spoke on behalf of area residents.
Moved by Ring, seconded byCoco that petition of
protest be referred to the Planning Commission
for investigation. Carried.
VII, NEW
BUSINESS None.
VIII.
REPORTS AND 1. Report presented regarding compensation for
OTHER councilmen in General Law cities.
BUSINESS
Moved by Ring, seconded by Coco that City
" Attorney beldirected to draft an ordinance
regarding AB 734 carried.
2. Storm drain Deficiency-McFadden & Myrtle.
Moved by Miller, seconded by Ring that the City
Administrator and Engineer proceed with recom-
mendation #2 to remove and reconstruct ap-
proximately 100 L.'F. of curb on the North side
of McFadden from Myrtle to the catch basis
Easterly of Myrtle at approximate cost of
$500.00. Carried.
3. Fire Chief's Report on AB 2317
Mayor appointed Councilman Klingelhofer as a
Council representative to contact Mr. D.
Boatwright of the Contra Costa County Fire
Commissioners Association to investigate
the forming of a statewide Fire Commissioners
Organization.
4. Mosquito Abatement Representative.
Moved by Ring, seconded by Coco that Councilman
Clifton Miller be appointed for the next two
year term of office ending December 31, 1967
as Tustin's representative on the Mosquito
Abatement District. Carried.

CORRES- 1. Commendation - Officer James Hein.
PONDENCE
City Attorney directed to draft a Resolution
of Commendation for Officer Hein of the Tustin
Police Department on his election as President
of the December 17th Graduating Class of Orange
County Peace Officers Academy.
2. Census -- 1966
Moved by Klingelhofer, seconded by Miller that
the City Administrator be authorized to proceed
with an enumeration census in 1966. Carried
.
3. Tree Planting Service, Rotary Club.
City attorney directed to draft a Resolution
commending the Rotary Club for their tree
planting services.
4. Leave request - Mayor Mack.
Moved by Miller, seconded by Klingelhofer that
Mayor Mack be granted permission to be absent
from the state from December 12th thru
December 17th. Carried.
Meeting adjourned to a Personnel Session.
Present were City-Council, Administrator,
Attorney and Clerk.
