REGULA%., MEETING OF THE TUSTIN CIT& COUNCIL
NOVEMBER 19, 1990
The City Council meets the 1st and 3rd Monday of every month at 7:00 p.m.
in the City Council Chamber at 300 Centennial Way.
This agenda contains a brief general description of each item to be
considered. Any person having a question concerning an item may call the
City Clerk's office for clarification. Except as otherwise provided by law,
no action shall be taken on any item not appearing in the following agenda.
Copies of staff reports pertaining to this agenda are available for public
use in the books located at the Police Department, Tustin Library and, on
the evening of the meeting, at the rear of the Council Chamber. Listening
devices for the hearing impaired are available upon request from the City
Clerk. Smoking is prohibited in the Council Chamber; however, if you desire
to smoke, an outside speaker has been provided.
WORKSHOP - At 5:30 p.m., a Water System Analysis Workshop will be held in
the City Manager's Conference Room. This workshop is open to the public.

VI. PUBLIC INPUT - At this time members of the public may address the
City Council regarding any items not on the agenda within the subject
matter jurisdiction of the City Council provided that NO action may
be taken on off -agenda items unless authorized by law.
VII. CONSENT CALENDAR - All matters listed under Consent Calendar are
considered routine and will be enacted by one motion. There will be
no separate discussion of these items prior to the time of the voting
on the motion unless members of the Council, staff or public request
specific items be discussed and/or removed from the Consent Calendar
for separate action.
1. APPROVAL OF MINUTES - NOVEMBER 5, 1990 REGULAR MEETING
Recommendation: Approve the City Council Minutes of November
5, 1990.
2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $3,542,407.00
and ratify Payroll in the amount of $527,309.27.

3. LAW ENFORC IT/PUBLIC WORKS COMMUNIC] N SYSTEM TRUST FUND
Recommends ,ion : Authorize the City Fi-.ance Director to deposit
second year funds in the County of Orange's Law Enforcement/
Public Works Communications System Trust Fund, and transfer
$142,125 from the appropriated reserves in the Capital
Improvement Fund to the General Fund for the second deposit for
Police and Public Works and appropriate $9,200 from the
unappropriated reserves of the Water Fund for its proportionate
share, for a total appropriation from all funds of $151,325 as
recommended by the Finance Department.
4. REJECTION OF CLAIM NO. 90-37 - CLAIMANT, VANESSA BEATTY-DULEBOHN;
DATE OF LOSS, 9/29/90; DATE FILED WITH CITY, 10/18/90
Recommendation: Reject subject claim for property damage in the
amount of $180.00 as recommended by the City Attorney.
S. REJECTION OF CLAIM NO. 90-36 - CLAIMANT, DONALD SCHENKER; DATE OF
LOSS, 7/14/90; DATE FILED WITH CITY, 10/17/90
Recommendation: Reject subject claim for property and personal
injury damages of an undetermined amount as recommended by the
City Attorney.
6. PROPOSED CONTRACT WITH THE COUNTY OF ORANGE FOR THE GRAFFITI
REMOVAL PROGRAM
Recommendation: Approve the subject contract as submitted as
recommended by the Community Development Department.
7. RESOLUTION NO. 90-143 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION OF WATER MAIN
IMPROVEMENTS ON MALTA STREET, VALE AVENUE, HEWES AVENUE AND "C"
STREET
Recommendation: Adopt Resolution No. 90-143 accepting said work
and authorizing the recordation of the Notice of Completion as
recommended by the Public Works Department/Engineering Division.
S. PURCHASE OF CHLORINATION EQUIPMENT
Recommendation: Authorize staff to issue a purchase order to
DEV/CON, Inc., of Orange in the amount of $14,161.25 for the
purchase of two portable chlorination units, and pertinent
safety equipment and training; and request approval that the
remaining budget funds be carried over for the installation of
permanent chlorination equipment in FY 91-92 as recommended by
the Public Works Department/Water Division.
9. REJECTION OF CLAIM NO. 90-40 - CLAIMANT, JOSEPH DE LA RIVA; DATE
OF LOSS, 5/11/90; DATE FILED WITH CITY, 11/05/90
Recommendation: Reject subject claim for general damages in the
amount of $30,000,000 as recommended by the City Attorney.
10. COUNCIL CHAMBER PUBLIC ADDRESS SYSTEM
Recommendation: Authorize Administrative Services to award a
contract to Bill's Sound Systems of Costa Mesa for the
installation in the Council Chamber of an amplifier, microphone
mixer and sixteen microphones in the amount of $9,725.00; and
approve a supplemental budget appropriation in the same amount
from the unappropriated reserves of the General Fund as
recommended by the City Clerk's Office.

DEVELOPMENT AND AUTHORIZING THE ADVERTISEMENT OF BIDS
Recommendation: Adopt Resolution No. 90-145 approving plans and
specifications for the installation of Landscape and Irrigation
improvements along Tustin Ranch Road adjacent to the Laurelwood
residential development as recommended by the Public Works
Department/Engineering Division.

Recommendation:

1. AIRPORT STATUS REPORT - COALITION FOR A RESPONSIBLE AIRPORT
SOLUTION (ORAS)
Update from Kathy Weil, City Representative for Coalition for a
Responsible Airport Solution (CRAS).
Recommendation: Receive and file subject report as recommended
by the Community Development Department.
2. NON-PROFIT SUPPORT CITIZEN TASK FORCE
At their meeting of November 5, 1990, the City Council requested
short background summaries regarding individuals recommended by
staff.

XI. NEW BUSINESS
1. REQUEST TO RE-EVALUATE RED ZONE IN FRONT OF THE SAN RENO ITALIAN
MARKET ON NEWPORT AVENUE
The City Council, at their meeting of November 5, 1990, requested
staff to re-evaluate the red zone installation in front of the
San Remo Italian Market on Newport Avenue at Andrews Street.
Recommendation: Receive and file subject report as recommended
by the Public Works Department/Engineering Division.
XII. REPORTS
1. PLANNING COMMISSION ACTION AGENDA - NOVEMBER 13, 1990
All actions of the Planning Commission become final unless
appealed by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of
November 13, 1990.
2. U.S. NAVY FUEL LINE
Status report concerning a leak in the U.S. Navy fuel line at the
intersection of Newport Avenue and Old Irvine Boulevard.
Recommendation: Receive and file subject report as recommended
by the Public Works Department/Engineering Division.
3. ADDITIONAL INVESTIGATION ON REMOVAL OF "NO U-TURN11 RESTRICTION
FOR NORTHBOUND TUSTIN RANCH ROAD AT IRVINE BOULEVARD
The City Council, at their meeting of November 5, 1990, requested
that staff further investigate removal of the "No U -Turn"
restriction on Tustin Ranch Road at Irvine Boulevard.
Recommendation: Receive and file subject report as recommended
by the Public Works Department/Engineering Division.
4. INVESTMENT SCHEDULE AS OF OCTOBER 30, 1990
Investment schedule with maturities, 12 months or less.
Recommendation: Receive and file subject report as recommended
by the Finance Department.

XV. CLOSED SESSION
The City Council will recess to Closed Session pursuant to Government
Code Section 54956.9(a) to confer with the City Attorney regarding
pending litigation which has been initiated formally and to which the
City is a party. The title of the litigation is Hoessrich vs. City
of Tustin. The City Council will also recess -to Closed Session to
confer with the City Attorney regarding pending litigation pursuant
to Government Code Section 54956.9(c) (The City Council of the City
of Tustin has decided to file or is deciding whether to file
litigation).
