HEARINGS 1. RED HILL CENTER ANNEXATION
Proposed annexation to the City of Tustin of
approximately 40.15 acres at Newport Avenue &
Fourth Street.
Hearing opened at 7:44 P.M.
Moved by Coco, seconded by Miller that should
this annexation be approved~ annexation steps
not be finalized until January 6th, 1966.
Carried by roll call. Ayes: Mack, Coco, Miller,
Ring. Noes: None. Absent: Klingelhofer.
Mr. Bill Tothe and Mr. Ralph Schenck spoke In
protest of annexation.

General Plan now unde? asudy by the City of

Mr. Bob Schoeffler, 1411 Blair Lane spoke
in favor of annexation and asked for sn
explanation of ~he tax structure.
Mr. Gill explained the tax breakdown and
that there would be no City tax levy prior
to December of 1967.
Written withdrawals of protests were filed by
the following:
Golden West Citrus Association
Tustin Heights Shopping Center
Richard S. Ochiai
Julia Griset Knight, Trust A
Ralph Schenck
Gerald V. Griset
Mr. Bill Tothe spoke withdrawing his verbal
protest.
Mayor Mack asked if there were any more written
protests or withdrawals.
At 8:21 P.M. it was moved by Ring, seconded
by Miller for permanent adjournment of this
hearing. Carried by roll call - Ayes: Mack,
Coco, Miller, Ring. Noes: None. Absent:
Klingelhofer.
Moved by Coco, seconded by Ring that the Council
refer all protests and withdrawals to the City
Engineer for written report at next regular
meeting. Motion carried unanimously.
2.ZONE CHANGE APPLICATION NO. 65-143 ,
Associates Funding
To permit a change of zone from R-3 to C-1 on
property located at Newport Ave. & Sycamore
~Freeway off-ramp).
Hearing opened st 8:23 P.M.
Staff report & study presented by Mr. Haworth.
Mr. C. A. Nisson, spoke representing the
applicant.
Mr. Ralph Coke representing Tustin Block
spoke in favor of zone change.
There being no further comments and no objections
~ha hearing was declared closed at 8:49 P.M.

Moved by Miller, seconded by Ring that action
of the Plamning Commission, recommending denial
of Z.C. 65-143 be upheld. Roll call - tie vote
Ayes: Miller, Ring. Noes: Mack, Coco.
Absent: Klingelhofer.
Moved by Coco, seconded by Ring that this study
be continued to next regular meeting for consid-
eration and study of alternative proposal of
C-1 on corner and Pr on remaining portion of
property. Carried.
3. AMENDING ORDINANCE 157-PARKING REQUIREMENTS
Amending sections of Zoning Ordinance of the
City of Tustin regarding parking requirements
in residential zones (R-11 R-2, R-3, & R~4).
Moved by Miller, seconded by Coco that this
hearing be continued to next regular meeting of
November 15th. Carried.

AMENDING THE ZONING ORDINANCE, ORDINANCE N0. 157,

Moved by Coco, seconded by Ring that Ordinance
No. 293 have second reading by title only.
Carried unanimously.

No. 293, amending the Zoning Ordinance, Ordinance
No. 157, as smended, be passed and adopted.
Carried by roll call. Ayes: Mack, Coco, Ring,
Miller. Noes: None. Absent: Klingelhofer

TUSTIN CITY CODE" - (Official Tree List)
(New first reading)
Moved by Coco, seconded by Rir~ that Ordinance
No. 295, as revised, have first reading by title
only. Carried unanimously.
4. POLICY REGARDING PRIVATE ACCESS ADJACENT
Moved by Ring, seconded by Coco that this agenda
item be continued to the next regular meeting
of November !5th. Carried.
VII.
NEW 1. AGREEMENT WITH CITY OF SANTA ANA
BUSINESS
Construction of Warnet Ave. from Newport Free-
way to Red Hill Ave.
Moved by Coco, seconded by Ring that the Mayor
and City Clerk be authorized to execute agreement
with the City of Santa Ana for construction of
Warnet Ave. from the Newport Freeway to Red
Rill Ave. Carried.
2. APFROVAL OF DEMANDS
Moved by Coco, seconded by Miller that bills
in the amount of $45,598.64 be approved and
paid. Carried.
VIII.
CORRES. 1.PARK & Recreation - Boys' Club of America
PONDENCE
Mr, Ring ststed he hoped that the Newspapers
would follow through on items regarding the
formation of s Boys~ Club here in ~stin snd ~at
he would like to be one of the 21 needed board
members.
2. TREE PLANTING - Rotsty Club
Mr~ Coco commended the Rotary Club and other
local service organizations for their interest
in the City beautification & Tree program.
Moved by Rir~, seconded by Miller that corres-
pondence be received and filed. Carried.

OTHER 1. Supplemental Budget Report
BUSINESS
Action on Budget Report deferred to next
regular meeting.
2. Municipal Facilities Study
Moved by Ring, seconded by Miller that the City
Administrator be authorized to proceed with
Municipal Facilities Study as presented. Carried.

3. Police Unit Replacement
Moved by Ring, seconded by Miller that the
City Administrator be authorized to purchase
a 1966 Mercury Polica Unit to replace 1964
Mercury unit. Carried.
