SUBJECT: COUNCIL CHAMBER PUBLIC ADDRESS SYSTEM
RECOMMENDATION:
Authorize Administrative Services to award a contract to
Bill's Sound Systems of Costa Mesa for the installation in the
Council Chamber of an amplifier, microphone mixer and 16
microphones in the amount of $9,725.00; and approve a
supplemental budget appropriation in the same amount from the
unappropriated reserves of the General Fund.
BACKGROUND:
As the City Council will recall, during the October 15, 1990
Council meeting, the public address system failed. The
following day it was determined that the amplifier and power
supply mechanism would have to be replaced. Parts for the
City's system (Altec-Lansing) are no longer manufactured and
difficult to obtain. A used amplifier was installed on a
temporary basis in order to maintain the system until bids on
a replacement system could be evaluated. It was originally
estimated that partial replacement of the system would be less
than $10,000 and staff proceeded with an informal bid process.
Realizing that major renovation of the Council Chambers and the
public address system was scheduled within a few years,
prospective bidders were instructed to quote on equipment that
would render the system reliable and operational until
reconstruction of the Council Chambers. Bidders were also
requested to indicate which equipment recommended in their
proposal could be utilized following reconstruction regardless
of the final public address system selection.

Informal bids were received from the following:
GMF Sound, Inc., Orange $7,229.18
Bill's Sound Systems, Costa Mesa 9,725.00
VJ Electronics, Torrance 12,841.00
Based on background checks, the low bidder did not meet the
minimum reliability criteria; therefore, staff is recommending
the contract be awarded to the second lowest bidder, Bill's
Sound System.
Bill's Sound System has stated that the purchase of this
equipment (power amplifier, automatic microphone mixer and 16
microphones) can be used in whatever final public address
system is selected.
