HUSTON, CITY MANAGER REPORT NO. 2 11-19-90 Inter - Com PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: U.S. NAVY FUEL LINE RECOMMENDATION: Receive and file. BACKGROUND: The subject fuel line is an 8" diameter pipeline owned and operated by the U. S. Naval Supply Center in San Pedro, California. This pipeline extends from the San Pedro area to the E1 Toro Marine Corps Air Station and to the Tustin Marine Corps Air Station and is located within the following Tustin Streets; Seventeenth Street, Newport Avenue, Old Irvine/Irvine Boulevard, Robinson Drive, Keller Drive and Browning Avenue. In June, 1990, a contractor for the Navy acquired a construction permit from the City to excavate and repair a leak in the fuel line at the intersection of Newport Avenue and Old Irvine Boulevard. At this time the Orange County Health Department required underground borings in the vicinity of the leak to determine the extent of the contamination and possibility of infiltration into the ground water. The initial borings of June, 1990 were not deep enough and the results of these borings were inconclusive. A second set of borings were made in October, 1990 to a depth of 90 + feet. These borings indicate the contamination stops at a depth of approximately 80 feet below the street surface. The Navy's consultant is now proposing a third set of borings with monitoring wells to further track the limits of the contamination. DISCUSSION: During the week of November 121 1990, the U. S. Navy's contractor will be backfilling the excavation and replacing the asphaltic concrete pavement in the Newport Avenue and Old Irvine Boulevard intersection to the City's standards. - The Orange County Health Department will continue to monitor the limits of contamination through the above mentioned monitoring wells as well as any required cleanup activity that may be required. Staff will request that the City be copied on any correspondence between the U. S. Navy and the Orange County Health Department on this incident or any other matter relating to the subject pipelines within the City limits of Tustin. Additionally, staff will be requesting from the Navy, the exact cause of the leak. At this time it is unknown whether the leak was caused by corrosion or faulty workmanship.
