HUSTON, CITY MANAGER REPORT NO. 3 11-19-90 Inter - Com FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: ADDITIONAL INVESTIGATION ON REMOVAL OF "NO U TURN" RESTRICTION FOR NORTHBOUND TUSTIN RANCH ROAD AT IRVINE BOULEVARD. Recommendation: Receive and file. Background: The City Council, at their meeting of November 5, 1990 requested staff to further investigate removing "No U -Turn" restriction on Tustin Ranch Road at Irvine Boulevard. Councilman Potts requested that we review signage used at the similar intersection of Michelson and Culver in the City of Irvine. Staff reviewed the Michelson/Culver intersection and the "Watch U -Turning Vehicle" sign used at that intersection. However, the two intersections differ in the operation of the traffic signals. The Michelson/Culver signal uses split phasing and does not provide a right turn green arrow on the side street. Where as the Tustin Ranch Road/Irvine Boulevard traffic signal uses separate left turn phasing and does provide a green right turn arrow for the Irvine Boulevard. The Tustin intersection can not use the "Watch U -Turning Vehicle" sign when the right turn overlap green arrow is being used. To install the forementioned sign at the Tustin Ranch Road/Irvine Boulevard intersection would require the removal of the right turn overlap arrow. This would greatly reduce the right turning lane capacity on Irvine Boulevard and will cause considerable back up on Irvine Boulevard as soon as the Tustin Ranch interchange is completed and the right turn demand increases. The traffic signal at Tustin Ranch Road and Irvine Boulevard has been designed to accommodate the freeway interchange traffic as well as the anticipated growth in the Tustin Ranch area. The removal of the "No U -Turn" restriction and the right turn overlap signal would have only a minor impact currently, but in the future will have adverse effects. Discussion: The Tustin Ranch Road Over -crossing at the Santa Ana Freeway scheduled completion dates are as follows: March 1, 1991 - Freeway northbound off -ramp and southbound on-ramp to be completed.
