I CALL TO ORDER Meeting called 7:32 P.M. by Mayor Mack II PLEDGE OF ALLEGIANCE Led by Mayor Mack. III ROLL CALL Present: Councilmen: Mack, Klingelhofer, Coco, Miller Ring Absent: Councilmen: None City Administrator: Harry Gill . City Attorney, K. Bryant City Clerk, Ruth Poe Planning Director, E. Haworth IV. APPROVAL.OF.. Moved by Klingelhofer, seconded by Coco that minutes MINUTES of October 4th meeting be approved as mailed. Carried. V. PUBLIC HEARINGS 1. Appeal of Tic Toc Marketst Inc. To consider the appeal by Tic Toc Markets, Inc., of the decision of the Planning Commission regarding a free standingspole sign for market at 15822 Pasadena. ~" Decisions of the Architectural Committee and the Planning Commission explained by Mr. Haworth. Hearing opened at 7:38 P.M. Those speaking on behalf of Tic Toc Markets: J- R. Cruse, Vice President E. Agnew, President of Santa Ana Neon There being no protests or further comments the ; hearing was declared closed' at 7:44 P.M. Moved by Klingelhofer, seconded by Coco that a Resolution be adopted denying the appeal of Tic Toc : Markets, except that sign be permitted to be posted for a period not to exceed 90 days, to allow time for a sign to be fabricated to comply with the recommen- dations of the Planning Commission and a removal bond in the amount of the value of the sign be posted. Carried by roll call. Ayes: Mack, Kingelhofer, Coco, Miller, Ring'. Noes: N0n~, Absent:1 None. OLD 1. Ordinance No. 293 first reading BUSINESS "An Ordinance of the City of Tustin, California, Amending the Zoning Ordinance, Ordinance No. 157 as Amended" Moved by Coco, seconded by Klingelhofer that Ordinance No. 293, amending the Zoning Ordinance have first o · reading by title only, Carried unanimously. 2. Ordinance No. 294 _ first reading "An Ordinance of the City of Tustln, rezoning the Property on Application 65-146, of Stanville Develop- ment Comuany' 462 October 18, 1965 page 2 Moved by Miller, seconded by Coco that 0rdinsnce No. 294, rezoning property on Application 65-146 of Stanville Development Co. have first reading by title only. Carriedunanimously. 3. Crossing Guard. Requirements Moved by Ring, seconded by Miller that a crossing guard be employed for the intersection Of Utt Dr. and Bryan Ave. between the hours of 8:15 & 9:15 A.M. and 2 & 4 P.M., at the existing guard salary rate. Carried. Mayor Mack requested that Mr. Gill contact the Elementary and High Schools requesting advance information as to future crossing needs. Mayor Mack stated that the crossing at the Freeway Ramp, Newport Ave., and 'D" St. is presently under investigation. 4.Policy Regarding Private Access Adjacent to Freeway Ramp. Moved by Ring, seconded by Coco that consideration of access be continued to next regular meeting for further study. Carried. A 5 minute recess declared at 8:40 P.M. Meeting reconvened at 8:45 P.M. VII · NEW 1. 0rdinance No. 295 BUSINESS "An Ordinance, Amending Section 23-9 of the Tustin City Code." Moved by Coco, seconded by Ring that Ordinance No. 295 be read through section i - a. Carried unanimously. 2.Acceptance of Improvements of Tract No. 5614 and Exoneration of Bonds Moved by Ring, secondedby Klingelhofer that the Improvements of Tract No. 5614 be accepted and bonds be exonerated. Carried. 3- Winter Recreation Program for 1965-66 Moved by Coco, seconded by Miller that the City Administrator be authorized to provide for the conduct of a Winter Recreation Program, as outlined in the suggested program from the Recreation Director and as approved by the Parks and Recreation Commission. Carried. 4. MutualAid Agreements - Civil Defense Program Moved by Miller, seconded by Coco that the Mayor and City Clerk be authorized to execute Mutual Aid Agree- ments between the City and Tustin Union High School, Thompson Building Materials, Inc., Foothill Rentals, are Engineering & Grading Contractor's Assoc. CaPPie~, 465 October 18, 1965 page 3 5. APPROVAL OF DEMANDS . Moved by Kllngelhofer, seconded byMlller that Demands in the amount of 28,901.23 be approved and paid. Carried. VlI. CORRES~ 1. Mr. Gill Was commended by the Council for his PONDENCE Weekly Newsletter. 2. Moved by Ring, seconded by Coco that the AdministratOr be authorized to expend an amount not to exceed $60.00 for Planning Commissioners to attend the Economic Development Conference, to be held at Disneyland Hotel. Carried. I: 3. City Clerk directed to sontsct the High Schools to invite the pupils participating in Youth in Government Day, November 18th, to attend the Planning and Council Meetings prior to that day and to see that the participating pupils are informed as to the rules of order for these meetings. 4. Note was made of the regularlyscheduled meetings of the Architectural Committee to be held the second and fourth Fridays of every month. Moved by Klingelhofer, seconded by Ring that the correspondence be received and filed. Carried. IX. OTHER 1. Public Works Department Uniforms BUSINESS Mr. Gill reported on costs of purchasing uniforms and that of renting from a uniform service company. Moved by Coco, seconded by Klingelhofer that the City purchase three shirts per maintenance man in the Public Works Department. Carried. Councilmen Mack and Miller voting 'No. 2.. Purchase of Police Motorcycle Mr. Gill reported that s fully equipped Police cycle is available for purchase from the City of Ansheim for $1,317.00. A savings of over $1,500. Moved by Klingelhofer, seconded by Coco that the recommendation of the City Administrator be approved and Motorcycle be purchased from the City of Anaheim. Carried. Councilman Ring voting 'No'. 3. Mr. Ring commended the City Maintenance personnel for the Job done on the Jacobson Memorial. 4. Mr. Ring requested that the Parks & Recreation Commission conduct a study regarding the potential of installing lights at the Tustin High School Tennis courts. 466 October 18, 1965 page 4 5. Moved by Ring, seconded by Miller that Councilman Klingelhofer be granted permission to be absent from the state from 0ctober 21st thru the 24th. Carried. 6. Moved by Ring, seconded by Klingelhofer that Councilman Coco be granted permission to be absent from the state from November 21st thru the 29th. Carried. 7. Mr. Gill reported that a study is being made regarding problems of the existing Business License Ordinance. , . 8.. Mayor Mack stated thst a full report will be forthcoming from the City Administrator and the Councilmen attending the annual League of California Cities Conference- X. Moved by Ring, seconded by Coco that meeting be ADJOURNed . Carried.
