SUBJECT: 1991-92 PROPOSED USE OF COMMUNITY DEVELOPMENT BLOCK GRANT
FUNDS (17TH YEAR APPLICATION)
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 90-147
approving the 1991-92 application for the proposed use of Community
Development Block Grant (CDBG) funds.
BACKGROUND
The County of Orange has solicited funding applications for
participation in the Urban County's Community Development Block
Grant (CDBG) Program for fiscal year 1991-92 (Program Year XVII).
The proposed use of CDBG funds will continue to be affected by
requirements contained in the Federal Housing and Communities Act
of 1974, as amended, including the following:
1. The primary objective that must be met for all CDBG Programs
is the development of viable urban communities, including
decent housing and suitable living environment, and expanding
economic opportunity, principally for persons of low and
moderate income.
2. Proposed CDBG Programs must give maximum priority to
benefitting low to moderate income households and/or in
preventing or eliminating slum and blight conditions. The
priority test is met only if 60% of total funds provide direct
benefit to low and moderate income households.
3. Residential rehabilitation continues to be an eligible
activity if the structure is occupied by a low or moderate
income household with one or more of the following existing
conditions: the structure is substandard; the structure is in
an area designated as slum or blighted; or the rehabilitation
is necessary to eliminate a specific condition detrimental to
public health or safety.
4. The City has designated those areas which meet Federal and
State definitions of slum and blight. In order to spend funds
outside of target areas, there has to be a concentration of
low or moderate income households. (See attached map of
target areas).

5. Fifteen percent (15%) of total grant proceeds may be used for
the provision of public services subject to major restrictions
on the types of eligible public services.
6. Ten percent (10%) of total grant proceeds may be used for
general program planning.
In addition, each participating City must provide residents an
adequate opportunity to be informed of the City's Program and to
participate in an advisory role in the City's Program.
Since 1982 the City has primarily utilized CDBG funds for
residential rehabilitation and capital projects. A summary of
performance data on all projects undertaken over the last several
years is included as Attachment I.
ANALYSIS
In preparation of the City's 1991-92 Community Development Block
Grant application, staff requested proposals from all City
departments and also published a notice inviting citizen
participation on the use of the 1991-92 CDBG funds. On November
16, 1990, a Citizen Participation committee met to discuss the
proposed projects which were proposed by the various City
departments. A citizen's participation meeting is a required
element in the process for acquiring Federal funds. The City of
Tustin annually invites all commissions and boards to participate
as well as a public notice to encourage city-wide .citizen
participation. After a detailed review of existing and eligible
programs, staff would recommend that the following projects receive
funding as part of the City's 1991-92 CDBG Application:
1. Residential Rehabilitation - $100,000
Continuation of the City's participation with Orange County in
providing low interest loans and grants for rehabilitation of
single family homes, mobile homes and multiple family units.
This program is available citywide to low and moderate income
households and in slum and blighted areas to eliminate these
conditions in the City's target areas. (See Attachment II).
2. Commercial Rehabilitation - $25,000
Continue to offer grants and rebates to businesses in the
First Street Specific Plan Area and the Old Town area for

minor exterior repairs and beautification.

3. Public Improvements Projects
(See Attachment
Various individual street improvements for the Orange Street
area are recommended in locations as shown on Attachment IV
including:
a. Walnut Street - between Newport Avenue & Orange Street.
This project will consist of the construction of curb and
gutter, sidewalks, driveway aprons, street paving and the
installation of street lights. These improvements will
provide street widening, controlled roadway drainage and
improved pedestrian safety. The request is $78,000.00.
b. San Juan Street - between Newport Avenue and Orange
Street. This project will consist of the construction of
curb and gutter, sidewalks, driveway aprons, street
paving and the installation of street lights. These
improvements will provide street widening, controlled
roadway drainage and improved pedestrian safety. The
request is $97,000.00.
C. C Street - northerly of Mitchell Avenue. This project
will consist of the reconstruction of deteriorated street
pavement, curbs and gutters, sidewalks and the
installation of new street lighting. In addition to the
above improvements, a storm drain system will be
installed to improve roadway drainage conditions. The
request is $82,000.00.
4. Frontier Park
The use of CDBG funds for demolition of the existing restroom
building and construction of a new restroom facility. The
request is $75,400. (See Attachment V).
Ideas discussed by residents at the Citizen's Participation Meeting
on November 16 included raising the maximum grant amount from 2,000
to 5,000 for the existing Community Rehabilitation Program and for
future funding requests.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA APPROVING THE CITY'S
1991-92 APPLICATION FOR HOUSING AND COMMUNITY
DEVELOPMENT FUNDS AND AUTHORIZING SUBMISSION
OF SUCH APPLICATION TO THE COUNTY OF ORANGE.
Whereas, under the Housing and Community Development Act
of 1974, as amended, Federal assistance may be provided
for the support of Community Development activities which
are directed toward certain specific objectives as set
forth in the Act; and
Whereas, as a City with population of less than 50,000,
Tustin's Community Development Block Grant Application
(CDBG) is submitted to and funds are distributed by the
County of Orange.
Whereas, the following steps were taken in preparation of
the City's 1991-92 Community Development Block Grant
Application:
1. Citizens were furnished with information concerning
the CDBG Program, the range of eligible activities,
and the proposed use of funds through a Citizen
Participation workshop and hearing noticed and held
on November 16, 1990.
2. A public hearing to obtain the views of citizens on
community development and housing needs was held on
December 3, 1990.
3. An application has been prepared for the City's
participation in the 1991-92 CDBG Year 17 Program.
This information was publicized in such a manner to
afford citizens an opportunity to submit comments on the
proposed use of funds and the Community Development
performance of the City of Tustin; and
Whereas, a public hearing on the City's application 1991-
92 Community Development Department Block Grant
Application was held on December 3, 1990.
Now, therefore, the City Council of the City of Tustin
resolves as follows:
Section 1: Tustin's 1991-92 Application for Housing
and Community Development funds, and the proposed
use of funds is hereby approved in the order of
prioritization listed.

The submittal shall include the following use

Program.
Section 3: The City Clerk shall certify to the
adoption of this Resolution and shall file a copy
of said application with the minutes of this City
Council meeting.
