HUSTON, CITY MANAGER COMMUNITY DEVELOPMENT DEPARTMENT FINAL TRACT MAP NO. 13786 RECOMMENDATION `SENT CALENDAR NO.. 3 -3-90 Inter - Com It is recommended that the City Council approve Final Tract Map 13786 by the adoption of Resolution No. 90-142, as submitted or revised. BACKGROUND AND SUMMARY The Planning Commission at their meeting of November 26, 1990 recommended to the City Council approval of Final Map 13786. The proposed subdivision will create 3 lots to accommodate construction of 306 multiple family units at an overall density of 22 dwelling units per acre. The City Council previously approved Vesting Tentative Tract Map 13786 for the project at a meeting on February 5, 1990. The project is bordered by Champion Way on the south, a Community Park site on the north, Jamboree Road on the east and the Tustin Ranch Golf Course to the west. Anticipated and/or existing development in the vicinity of the project includes a general commercial/retail development to the north beyond the community park site. The property to the east across Jamboree Road is unincorporated and unimproved. CONCLUSION The Vesting Tentative Map approved for this project included various conditions of approval which required adjustments to the map. All of the required revisions are reflected upon the Final Map and the required conditions of approval have been met. It has been determined that the Final Map is in conformance with the Vesting Tentative Map approval, requirements of the East Tustin Specific Plan, Development Agreement, the City's Subdivision Code, the East Tustin EIR and the State Subdivision Map Act. Based upon City Council Report Final Tract Map No. 13786 November 19, 1990 Page 2 the conformance, it is recommended that the City Council adopt Resolution No. 90-142, approving Final Map 13786. The City Council finds and determines as follows: A. That Final Tract Map No. 13786 has been submitted by Akins Development Company to subdivide 13.69 acres into (three) 3 numbered and two (2) lettered lots to accommodate multiple family development. B. That a public hearing was held by the Planning Commission on December 11, 1989. At that hearing, the Planning Commission recommended approval of Vesting Tentative Tract Map 13786 to the City Council. Subsequently, the City Council approved Vesting Tentative Tract Map 13786 on February 5, 1990. C. That the Planning Commission at its meeting of November 26, 1990 recommended to the City Council approval of Final Tract Map 13786. D. The Final Map is considered ministerially exempt pursuant to Section 15268(B) of the California Environmental Quality Act. E. That the proposed subdivision is in conformance with the Tustin Area General Plan, adopted East Tustin Specific Plan, Development Agreement and Subdivision Map Act as it pertains to the development of single family dwellings. F. The 2.01 acres of parkland required for this development was previously dedicated with recordation of Tract 12870. G. That the design of the subdivision or the type of improvements proposed will not conflict with .easements acquired by the public -at - large, for access through or use of the property within the proposed subdivision. L. That the design of the subdivision or the types of improvements proposed are not likely to cause serious public health problems. M. That the Final Map is in substantial conformance with the Vesting Tentative Map. II. The City Council hereby approves Final Tract Map No. 13786, subject to final approval of City Engineer.
