HUSTON, CITY MANAGER ,W BUSINESS N0. 2 12-3-90- 1 Inter - Com PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: ASSESSMENT DISTRICT NO. 86-2 JAMBOREE ROAD IMPROVEMENTS RECOMMENDATION: Pleasure of the City Council. BACKGROUND: At a previous meeting the City Council requested staff to review that segment of Jamboree Road between Station 310 + 40 and 327 + 50 for the installation of masonry concrete block wall. This particular area was formerly referred to as the Bowl Area, prior to the roadway grading operation. Just prior to the City Council request, staff received a letter from Ms. Carol Wheeler, (copy of letter attached), representing the residents of the Cowan Heights area which requested that the City of Tustin as lead agency on the project to construct a wall on top of the recently constructed earth berm. The Environmental Impact Report for Jamboree Road (formerly North-South Road) identified an*area depicted as Section 4 of figure 23 (copy attached) where certain residences will have a view of the Jamboree Roadway. Additionally, it indicated that application of measures to limit visibility of the roadway in this particular viewshed area would reduce the impact to a level of insignificance. The EIR did not identify any measures that would be required to mitigate any long term adverse impacts related to noise on existing land uses or residential developments under construction. DISCUSSION: The area of Jamboree Road (Station 310 + 40 to 327 + 50) in question was constructed with a 11.4 foot high earthen berm along the westerly right-of-way line as a mitigation measure to the residences in Cowan Heights area. The EIR did not specify particular elevations within the viewshed which had to be mitigated. The following is a recap of the three viewshed locations that have a view of the roadway under three conditions; without the 11.4 foot berm, with the 11.4 foot berm and with the 11.4 foot berm, plus a 6'-8" wall on top of the berm. These three viewlines are located between station 310 + 40 and 327 + 50 of Jamboree Road. These locations are based upon a truck, twelve feet in height traveling in the outside northbound lane of Jamboree Road. The installation of a 6"-8" high wall on top of the berm for a distance of approximately 1710 lineal feet would provide additional view shielding of the roadway to all residences below the average elevation of 684 feet. The elevation of Cowan Heights Drive and Sirrine Drive is approximately 665 feet. The estimated cost for the 1710 lineal feet of wall construction is $160,000.00 and said construction would be eligible for Assessment District No. 86-2 Funding. The. Jamboree Road project account (700077) has adequate funding to cover the cost of the wall construction. As previously indicated the mitigation measures related to the viewsheds have been met with the 11.4 foot berm and any additional construction beyond the original required scope could financially impact the Orange and Tustin property owners within the Assessment District No. 86-2 boundaries as follows: After mandated district projects are completed, any unexpended Assessment District Funds are utilized to reduce the term of assessment obligations. For example, an original 20 year term could be reduced to a period less than the 20 year period. The annual assessments are not reduced. We live in the northerly section of the North- South Road, bordering what was once called the bowl by Upper Peters Canyon Reservoir. We can sometimes see and always hear each car, truck and motorcycle as it crosses the bowl. Jamboree is sparsely traveled today but your own figures predict 54,000 cars per days at build out, and a future as the Western Leg of the ETC. What we experience now as the individual sight and sound of vehicles will in the future become a continuous uninterrupted flow of traffic 24 hours a day. You have mitigated the bowl with an eleven foot four inch earthern berm, but as stated in the EIR/EIS, given consideration to an additional wall on top of the berm if needed. As the lead agency in the construction of Jamboree Road, we are formally requesting the City of Tustin to further mitigate that section of the road with a wall. The wall can help minimize the intrusion of Jam- boree Road into our homes, and soften the sights and sounds that spill through the canyon. Please give this request your utmost consideration.
