HomeMy WebLinkAboutRPT 3 ON-STREET PKNG 12-03-90DATE: NOVEMBER 26, 1990 TO: WILLIAM HUSTON, CITY MANAGER REPORTS NO. 3 12-3-90 Inter - Com FROM: BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: REQUEST TO RESTORE ON -STREET PARKING AT 13682 NEWPORT AVENUE RECOMMENDATION: That no on -street parking be restored to the easterly side of the street adjacent to 13682 Newport Avenue. BACKGROUND: As directed by the City Council at their November 19, 1990 meeting, staff conferred with the City Attorney's office regarding the restoration of on - street parking in front of and adjacent to the San Remo Italian Market at 13682 Newport Avenue. The area that was recently red zoned consists of 82 lineal feet of curb between the beginning of the southeasterly curb return of Andrews St. and Newport Ave. and the northerly end of the driveway accessing the parking lot of the San Remo Market. This 82 feet of curb would normally provide for four on -street parking spaces based upon minimum space lengths of twenty feet. The subject area of red zoning is an inclusive part of the recommended clear line of sight distance of 450 feet. This distance incorporates several features such as vehicle speed, reactionary time for the driver to brake his/her vehicle and curvature of the roadway. During the last City Council meeting it was suggested that on -street parking be restored adjacent to 13682 Newport Ave. and all traffic exiting Andrews St. to Newport Ave. be limited to right turn movements only. It was intended that Andrews Street motorists desiring to travel southbound on Newport turn right to the left turn lane and proceed southbound on Newport Ave. via a U- turn at the Main St. intersection. This movement across two northbound travel lanes would be as dangerous as a direct left turn movement from Andrews Street with on -street parking. As traffic volumes on Newport Ave. increase in the future all on -street parking along the entire length of Newport Ave. will require removal of parking to accommodate three travel lanes in each direction. Staff is attempting to accommodate this by removing all on -street parking as new development occurs along the street. DISCUSSION: Based on accepted traffic engineering standards, there is a sight distance problem at the intersection of Newport Avenue and Andrews Street. This condition exists regardless of the new commercial project northerly of Andrews Street. It is for this reason that staff recommends against the restoration of any on -street parking along Newport Avenue in front of the San Remo Market.
