SUBJECT: 1991-92 CAPITAL IMPROVEMENT PROGRAM - YORBA STREET WIDENING
RECOMMENDATION:
That the subject Yorba Street widening, between 130' north of
Laurie Lane and Santa Clara Avenue - right-of-way and
construction, improvement project be deleted from the 1991-92
Capital Improvement Program.
DISCUSSION:
The City of Tustin has requested that the widening of Yorba
Street from Laurie Lane to Santa Clara Avenue be included in the
County of Orange Arterial Highway Financing Program (AHFP) twice
in the past. Both times the project was determined to be
eligible for AHFP funding, but not prioritized for
participation. County staff has indicated the improvement is
not warranted.
In addition, it would be necessary to prepare an Environmental
Impact Report (EIR) for construction on and near a house in the
project limits within the unincorporated county territory. It
is inappropriate for the City of Tustin to fund and prepare an
EIR for work outside the city.
Rather than continuing to request AHFP funding for this project,
the majority of which is in unincorporated territory, it is
proposed to notify the County of Orange that the City of Tustin
anticipates a need for the improvement of Yorba Street and will
consider a cooperative project with the county when it is
prioritized by the county.
