ORDINANCE NO. 287 OLD BUSINESS "An Ordinance of the City of Tustin, amending Section 5.11 of the Zoning Ordinance of the City of Tustin, Ordinance No. 157, as Amended." Moved by Miller, seconded by Klingelhofer that Ordinance No. 287 have second reading by title only. Carried unanimously. Moved by Ring, seconded by Klingelhofer that Ordinance No. 287, amending Section 5.11 of the Zoning Ordinance, be passed and adopted. Carried by roll call. A-yes: Mack, Mlingelhofer, Miller, Ring. Noes: None. Absent: Coco. 2. Ordinance No. 286 "An Ordinance of the City of Tustin, establishing the time and place of meetings of the City Council and Planning Commission of the City of Tustin." Moved by Klingelhofer, seconded by Ring that consideration of Ordinance No. 286 be tabled. Carried. ~ A~reement with First Western Bank Tabled. VII 1. Ordinance No. 288 NEW BUSINESS "An Ordinance of the City of Tustin designating Newport Avenue in the City of Tustin as a County Highway." Moved by Klingelhofer, seconded by Ring that Ordinance No. 288 have first reading by title only~ Carried, unanimously. 432 Moved by Ring, seconded by Klingelhofer that Ordinance No. 288 have second reading by title only. Carried unanimously. Moved by Miller, seconded by Klingelhofer that Ordinance No. 288, designating Newport Avenue as a County Highway, be passed and adopted. Carried by roll call. Ayes: Mack, Kllngelhofer, Miller, Ring. Noes:' None. Absent: Coco 2. OrdinanCe No. 289 "An Ordinance of the City of Tustin, fixing and determining the amount of revenue necessary to be raised by taxation upon the taxeble progetty within the City of Tustin and the amount of revenue necessary to carry on the various departments of the said city for the fiscal year 1965-66." Moved by Miller, seconded by Ring that Ordinance No. 289 have first reading by title only. Carried unanimously. Moved by Klingelhofer, seconded by Ring that Ordinance NO. 289 have second reading by title only. Carried unanimously. Moved by Klingelhofer, seconded by Miller that Ordinance No. 289 be passed and adopted as an urgency measure. Carried by roll call - Ayes: Mack, Klingelhofer, Miller, Ring. Noes: None. Resolution No. 788 rA Resolution of the City Council, Adopted Pursuant to the Provisions of Sections 5450, 5451 and 545Zof the Streets and Highways Code of the State of California, providing for the C0118ction of Certain Cash Assessments on the Tax Roll." Moved by Klingelhofer, seconded by Ring that Resolution No. 788 be read by title only. Carried unanimously. Moved by Ring, seconded by Klingelhofer that Resolution No. 788, providing for the collection of certain cash assessments on the tax roll, be passed and adopted. Resolution No..789 "Ai Resolution Declaring that Proceedings have been Initiated by the City Council of the City of TUstin to annextosaid City certain Uninhabited Territory Described Herein and Designated as Red Hill-Valencia Annexation to to the City of Tustin, and giving Notice of the Prop0sedA~nexation." Moved by Miller, seconded by.Klingelhofer that Resolution No. 789 be read by title only. Carried unanimously. Moved by Ring, seconded by Klingelhofer that Resolution No. 789 initiating proceedings and giving Notice of proposed RedHill-Valencia A~nexstion, be passed and adopted. Carried b~? roll call.. Resolution No. 790 "A~ Resolution of the City of Tustin, Establishing a No Parking area on West Side of Prospect Avenue from First Street to Fourth Street, Tustin." Moved by Ring, seconded by Klingelhofer, that Resolution No. 790 be read by title only. Carried unanimously. Moved by Klingelhofer, seconded by Ring that Resolution No. 790, establishing No Parking area on West side of Prospect Avenue between First and Fourth Streets be passed and adopted. Carried by roll call - Ayes:n Mack, Klingelhofer, Miller, Ring. Noes: None. Absent: Coco. 6. Crossi.ng of VslenciS A~e. by Ai.T. & S.F. RR (Deferred to later on Agenda) 7. I~urance Coverage Analysis and E~a~uation Moved by Ring, seconded by Miller that the City Administrator be authorized to draft and execute Agreement with Charles L. Robinson, Insurance Consultant, in accordance with written proposal. Carried. 8. Extension of Time for Contract on Prospect Avenue from First Street to Fourth Street Moved by Ring, seconded by Klingelhofer that ? Hardy & Harper, Inc. be granted an extension of 34 workin days for the completion of Prospect i Avenue f]i~ ~irst Street to Fourth Street. Ca r r i e d ~!~ i~ 9. Payment of Demands Moved by Klingelhofer, seconded by Ring that Demands in the amount of $22,617.59~be approved and paid. Carried. VIII. CORRESPONDENCE Moved by Klingelhofer, seconded by Ring that correspondence be received and filed. Carried. OTHER City Administrator directed to draft a Uniform BUSINESS Allowance Policy. ipprovsl of crossing of Valencia Avenue by A!.T. & S.F. RR. deferred from earlier on Agenda. Moved by Ring, seconded by Miller that the A~.T. & S.F. RR. be granted permission to construct 2 lead tracks and one spur track across Valencia ~'~ Avenue approximately 2080' NW'ly of Red Hill Ave. i ~ on the following conditions: 1. Railroad to assume a~l costs of construction 2. Ultimate crossing protectionteas prescribed by the Public Utilities Commission shall be installed at the ultimate width of Valencia Ave. and the railroad shall assume all costs of providing such protection.
