HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION EMERGENCY PREPAREDNESS PLAN -STATUS REPORT RECOMMENDATION: Receive and file. OLD BUSINESS NO. 3 12-17-90 Inter - Com BACKGROUND: The City of Tustin Emergency Preparedness plan has been under preparation this past year and is currently 65% complete. During this preparation period the staff position working on this plan has been vacated twice. The most recent position has been vacant since October 12, 1990 and it is anticipated that it will be filled during the latter part of January 1991. It is anticipated that the plan will be completed in approximately 120 days once staff is available to resume work on the plan. The Emergency Preparedness Plan will be organized in three parts as follows: 1. Basic plan which provides the overall organizational and operational concepts relative to response and recovery, as well as an overview of potential hazards. 2. Functional annexes which describe the emergency response organization. 3. Resources lists which includes available resources, contacts and other information essential to responding to emergencies. The plan is similar to the plan previously adopted by the City of Irvine and is designed to be a preparedness document, to be read, understood, and exercised prior to an emergency. Additionally, it is designed to include the City of Tustin as part of the statewide emergency management system. The City Emergency Services Coordinator will be the responsible party for coordination and scheduling of training in and exercising of this plan. Regular exercises of this plan will be held to train all necessary City Staff in proper response to emergency situations. Exercises should be held on a biennial basis and will provide a simulation of a series of emergencies for identified hazards that could affect the City.
