S 12-17-90 Inter - Com AIRPORT STATUS REPORT - DECEMBER MEETINGS RECOMMENDATION Pleasure of the Council. BACKGROUND AND DISCUSSION During the first two weeks of December several meetings pertaining to airport issues have taken place. These meetings include those of the Airport Commission, Orange County Cities Airport Authority (OCCAA), the Board of Supervisors, and the Airport Land Use Commission. Phase 2 Access Plan - On December 5th the Airport Commission met to consider possible amendments to the John Wayne Airport Phase 2 Access Plan, and after making some minor changes, recommended the Board of Supervisors approve the Plan. The City of Tustin submitted a letter to the Commission requesting that they not recommend approval to the Board of Supervisors based upon Tustin's previous comments not being adequately addressed. On December 12, 1990, the Board of Supervisors unanimously approved the amendments to the John Wayne Airport Phase 2 Access Plan .as recommended by the Airport Commission. These amendments did not include the Cargo Carrier issue which will be considered after the County completes an initial study to determine if additional environmental documentation is necessary. Again the City of Tustin submitted a letter to the Board requesting that they take no final action until all issues identified by the City of Tustin are adequately addressed. Orange County Cities Airport Authority - OCCAA held a public forum to discuss the technical feasibility and environmental compatibility of commercial aviation at USMCAS, El Toro. Mr. Ken Delino, Executive Director of OCCAA, spoke briefly about some of the issues pertaining to three of the potential airport sites. (George Air Force Vase, USMCAS, El Toro, and Christianitos Canyon). After a short question and answer period, Mr. Richard Rawlings of Franzoy-Corey Engineering discussed the favorable characteristics of USMCAS, El Toro. The last part of the meeting was devoted to questions from audience members, who were concerned with issues L Airport Status Report - December Meetings December 17, 1990 Page 2 such as noise, traffic, land use intensity, all -cargo and international flights, compatibility with military operations, and the political feasibility of the site. Pacific Center East Specific Plan - The Airport Land Use Commission will determine whether the Pacific Center East Specific Plan is consistent with the Airport Environs Land Use Plan. The County staff report to the Commission recommends a finding of consistency with the understanding and condition that individual development projects will be referred to the Commission for review prior to approval of specific development plans by the City. CONCLUSION The issues discussed and/or the actions taken at these four meetings are of considerable concern to the City of Tustin.
