Recommendation - It is recommended that the Planning Commission
adopt Resolution No. 2858 authorizing an existing installation of
a pink -colored awning at 1571 El Camino Real replacing a previously
existing turquoise colored awning.

Commissioner Baker moved, Le Jeune seconded to approve consent
calendar as submitted. Motion carried 4-0.
PUBLIC HEARINGS:
3. Temporary Use Permit 90-4

STATUS: CATEGORICALLY EXEMPT (CLASS 8)
REQUEST: EXTENSION OF TEMPORARY USE PERMIT FOR AN ADDITIONAL
SIX (6) MONTHS.
Recommendation - It is recommended that the Planning Commission
approve by Minute Order, a six (6) month extension of the subject
Temporary Use Permit.

Commissioner Baker moved, Rasparian seconded to approve by minute
order, a six month extension of the subject Temporary Use Permit.
Motion carried 4-0.
OLD BUSINESS:
4. Pacific Center East Environmental Impact Report
APPLICANT: CITY OF TUSTIN
Recommendation - It is recommended that the Planning Commission
adopt Resolution No. 2859 recommending that the City Council and
Redevelopment Agency certify the final Environmental Impact Report
for the Pacific Center East project as adequate and complete.

Commissioner Kasparian moved, Kasalek seconded to adopt amended
Resolution No. 2859 recommending that the City Council and
Redevelopment Agency certify the final Environmental Impact Report
for the Pacific Center East project as adequate and complete.
Resolution No. 2859 amended by adding an "Errata Sheet".
Motion carried 4-0.
NEW BUSINESS:
STAFF CONCERNS:
5. Report on actions taken at December 3, 1990 City Council
meeting.
Received and filed.
COMMISSION CONCERNS:
Commissioner Kasparian
-Inquired as to the actions being taken by Jerry Crabill in
regard to the junction box at Main and Newport. He stated
that he had checked with other cities to see how they handle
the problem; for example, Irvine requires that they be located
in the landscape areas and enforce this through the design
review process. He feels that this should be part of our
design review process.
Commissioner Kasparian moved, Le Jeune seconded to direct the
Community Development Department to draft a memo to the Public
Works Department on behalf of the Planning Commission
requesting a resolution for standards be established for
review of utility box locations that can be consistently
applied against all development projects, even those that do
not come before the Commission, so that City Council can
review for concurrence. Motion carried 4-0.
Commissioner Baker
-Asked if the resolution could include Federal Express mailbox
locations.
Commissioner Le Jeune
-Advised that there are several Federal Express mailboxes in
the Irvine Business Center that create a traffic problem,
particularly around 4:00 p.m.

Commissioner Rasalek
-Advised that recently a 13 -year old boy was electrically
shocked and burned when he touched a light post in Magnolia
Tree Park. Wanted to know if the City equips these light
posts with circuit breaker interrupters to prevent this from
occurring. The City Attorney's office advised that this issue
should not be discussed because of a potential claim, but that
the Public Works Department is looking into the matter.
ADJOURNMENT:
At 7:40 p.m. Commissioner Le Jeune moved, Rasparian seconded to
adjourn meeting to the next regularly scheduled Planning Commission
meeting on January 14, 1990 at 7:00 p.m. in the City Council
Chambers, 300 Centennial Way, Tustin. Motion carried 4-0.
