and fifty three cents ($4,358.53) against' the property as a
special assessment and lien.
2. After assessing the lien, th~ Council may want to discus~

building and attractive, nuisance.

Update on the John Wayne Airport Noise Monitoring Program (JWA),
Coalition for a Responsible Airport Solution (CRAS), Airport Site
Coalition (ASC) and Helicopter Overflight Program Task Force
(HOPTF).
Recommendation: Receive and file subject report as recommended
by the Community Development Department.
Z0-YEAR MASTER PLAN OF TRANSPORTATION IMPROVEMENTS
Pursuant to State law, the Orange County Transportation Commission
has approved the 20-Year Master Plan and has referred it to all
cities and the County for approval. ,~
Recommendation: Pleasure of the City Council.
3. POLES/STANDaRDS FOR BANNER DISPLAYS-
The City'Council referred th~s item to the City Attorney for his
opinion regarding concerns..raised by staff on the rights of a
governmental body to distinguish between a use for non-
profit/commercial and profit/commercial type advertising for this
type of signing.
Recommendation: Pleasure of the City Council.
XI. NEW BUSINESS
1. AWARD OF CONTRACT FOR CONSTRUCTION OF STORM'DRAIN IMPROVEMENTS,.
SIXTH AND PACIFIC STREETS
Sealed bids for this project were opened on June 12, 1989, at
10:30 a.m. The low bid from Jana Contracting is 0.6% above the
Engineer's estimate of $293,890.00.
Recommendation: Award the contract for subject project to Jana
Contracting Corporation of Anaheim, California, in the amount of
$295,698.00; and authorize supplemental budget appropriation from
General Fund reserve in the amount of $24,300.00 to complete
contract funding and provide for construction engineering and
contingency costs as recommended by the Public Works Department/
Engineering Division~

Highway Financing Program (AHFP) which participates on a 50% basis
with the local agency.

Paving Company of Long Beach, California, 'in the 'amount of
$197,296.00 as recommended by the Public Works Department/
Engineering Division.
LEVY OF ~NNUAL ASSESSMENTS FOR THE 1989-90 FISCAL YEAR FOR THE
TUSTIN LANDSCAPE AND LIGHTING DISTRICT
A total of 17 parcels are proposed for annexation to the District,
majority of which are in Tustin Ranch north of Irvine Boulevard.
Recommendation: That the City Council take the following actions

At the request of Mayor Kennedy, staff is currently preparing a
report on the issues associated with motels in the City being used
for long term occupancy (apartments).

4. W]%RNER AVENUE BRIDGE CONSTRUCTION STATUS REPORT
Information and scheduling-received from Caltrans covering the
Warner Avenue Bridge construction scheduled through June 23, 1989.
Recommendation: Receive and file subject report as recommended
by the Public Works Department/Engineering Division.
5. ASSAULT ON CITY MAINTENANCE WORKERS
Report on the assault of two Tustin maintenance workers that
occurred on June 4, 1989.
Recommendation: Receive and file subject report as recommended
by the Police Department.
6. PHOTO RADAR SPEED ENFORCEMENT
At the City Council meeting .on June 5, 1989, Mayor Pro Tem Edgar
requested information on the City of Pasadena's Photo Radar
Citation Program.
Recommendation: Receive and file subject report as recommended
by the Police Department.
