Moved by Coco, seconded by Klingelhofer, that
Ordinance No. 285 be read by tit~e only.
Carried unanimously.
Moved by Klingelhofer, seconded by Coco that
Ordinance No. 285, rezoning property on
Application ZC 64-141 of Franar~ofin be
passed and adopted. Carried by roll call.

2. Resolution No. 781
"A Resolution of the City Council of the City
of Tustin, Adopting a Plan of Employee
Classification."
Moved by Miller, seconded by Coco, that
Resolution No. ~81 be read by title only.

Resolution No. 781, Adopting a Plan of
Employee Classification be passed and
adopted. Carried by roll call. Ayes:

Ordinance No. 284, have first reading by
title only. Carried unanimously.
2. Resolution No. 783
"A Resolution of the City Council of the City
of Tustin, California, transferring Funds
between departments in the 1964-65 Budget."
Moved by Coco, seconded,by Klingelhofer,
that Resolution No. 783 be read by title
only. Carried unanimously.
Moved by Ring, seconded by Coco, that Resolution
No. ?83, Transferring funds between departments
in the 1964-65 budget be passed and sdoDted.
Carried by roll call. Ayes: Mack, Klingelhofer,
Coco, Miller, Ring. Noes: None. Absent:
None.
3. Community Work-Training Program
Working Agreement between the Orange County
Department of Social Welfare and the City
of Tustin.
Moved by Miller, seconded by Klingelhofer
that the City Administrator be authorized
to execute sn agreement between the Orange
County Department,of SocisI welfare, and
the City, as a Sponsoring Agency, in the
County Work. Trainirrg Program. Curried.
4. Payment of Demands
Moved by Ring, seconded by Coco, that Demands

be paid in the amount of $ 0,160.68.
Carried.
VII.
CORRESPONDENCE Mayor directed Mr. Gill to correspond with
A.I.~. regarding their recommendations for
Underground Utilities.
CorrespondenCe from the State regarding
Statewide Conference on Children and Youth
referred to the Parks and Recreation
Commission.
Moved by Klingelhofer, seconded by Ring, that
correspondence~be~received and filed.
Carried.
VIII.
OTHER lo Policy onIProfessional Memberships for
BUSINESS CounOilmen and Commissioners
Moved by Ring, seconded by Miller that a
Policy be adopted that the City does not pay
for any Professional Memberships, when in
conflict with Membership of our own Staff.
Carried.
2. Military Leave for City AdministratQr
Moved by Coco, seconded by Klingelhofer, that
the City grant Military LeaVe to the City
Administrator with differential pay. Carried
Ayes: Klingelhofer, Coco, Miller, Noes:
Mack, Ring.
3. Report of Finance Sub-Committee
Regarding bank procedures, presented with
recommendation that Checking Account and
CTD be placed in Saddleback National Bank.
Councilmen Klingelhofer and Mayor Mack
stated that although they have a connection with
Saddleback Bank through stocks, this in no
way would sway their decision.
Moved by Miller, seconded by Coco, that the
City Checking Account and CTD's be transferred
to Saddleback National Bank. Carried. Ayes:
Coco, Miller, Ring. Abstained: Mack,
Klingelhofer.
The Council thanked Saddleback for their
Community interest and the Bank of America and
First WesTern for theLr interest and time in
presenting their proposals of interest rates
paid and Time Deposit information.
Mr. Gill directed ~ write a letter to the
First Western Bank, thanking them for their
years of service to the City.
Mayor Mack and CDuncilmen~Ring to contact the
City Treasurer, regarding changes in financial -
arrangements of the City.
4. Mayor Mack, directed that Planning Director attend
the Hearing before the County Planning Commission
to express the Council's request for denial of CP
1182 or Continuation, until a Joint Study of
the area can be made by the County and City Planning
Departments.
5. ..BUilding Department Board of Appeals
Mayor Mack appointed Mr. C.B. Read, Jr. of
Cowan Heights.as the fifth voting member of the
Building Department Board of Appeals.
6. Policy on Extended Travel
For Parks and Recreation Commission and Planning
Commission, to be placed on the Council Agenda for
the near future.

ADJOURNMENT Moved by Coco, seconded by Miller, that meeting
be adjourned. Carried.
