HEARINGS
To permit a change of zone from C-! to C-2 on
property located on Southeast corner of
Lsguna Road and Newpor5 Ave., Tustin
Hearing opened at 7:35 P.M.
Staff report and recommendation of the
Planning Commission oresented.
Mr. Warren Finley spoke on behalf of applicants.
There being no objections or further comments
the hearing was declared closed at 7:41 P.M.
Ordinance No. 285
Moved by Klingelhofer, seconded by Ring that
Ordinance No. 285 "AN ORDINANCE OF THE CITY OF
TUSTIN REZONING THE PROPERTY ON APPLICATION
NO. Z.C. 64-141, OF FRANARGOFIN", be read by
title only. Carried by roll call, all
Councilmen voting Aye.
Moved by Miller, seconded by Coco that remaining
portion of property as applied for in
application 64-141 be continued for consideration
and ~one Change on said portion be denied.
Motion failed. Ayes: Miller, Noes: Mack, Coco,
Ring, Klingelhofer.
Moved by Ring, seconded by Krin~elhofer that
application for balance of property applied
for in Z.C. 64-141 be referred back to The
Planning Commission. Carried by roll call.
Ayes: Mack, Klingelhofer, Coco, Ring, Miller.
Noes: None. Absent: None.
2. Hearing to consider amending Ordinance 157,
as amended, to require Use Permits for
construction of Gas Stations in the City
of Tustin.
Hearing opened at 7:43 P.M.
Staff report and Planning Commission recommendations
presented.
There being no objegtions or comments the
hearing was declared closed at 7:45 P.M.
Moved by Ring, seconded by Coco that hearing
on UP requirements for Service Stations be
deferred in lieu of presentation of standards
and a survey of existing stations and future
land utilization. Motion carried unanimously.
3. Hearing to consider amendment to Sections 4.1,
4.2, 4.3, 4.4, 4.5, 4.6, 4.15 of the City
Zoning Ordinance No. 157 as amended, regarding
Parking requirements in Residential Districts.
Hearing opened s~ 7:59 P.M.
Correspondence from Richard B. Smith and
Charles Greenwood read.
Those present objecting. to the requirements
for 2 spaces oer 2 bedroom unit were:

There being no further objectlone or comments
the hearing was declared closed at 8:14 P.M.
Moved by Coco, seconded by Ring that proposed
amendment be referred to the Planning Commission
and Staf~f with instructions that they re~urn a
report reflecting the Council's concern over the
crime factors in open carports, and reflecting
careful consideration of the Police Chiefs
April 26th recommendations. Carried.

OLD 1. Letter of acceptance from Southern Counties
BUSINESS Gas Company
Moved by Ring, seconded by Miller that
written acceptance of the terms and conditions
of Franchise Ordian~e No. 281, filed with
the City Clerk at 9 A.M. June l, 1965, be
received and f~led. Carried.
2. Ordinance No. 283 Parkway Trees
Moved byMiller, seconded by Coco that
Ordinance No. 283, amending the Tustin City
Code to require Parkway trees, be read by
title only. Carried unanimously.
Moved bY Ring, seconded by Coco that
Ordinance No. 283 be passed and adopted.
Carried by roll call. Ayes: Mack,
Klingelhofer, CQc0, Miller, Ring. Noes:

the City Administrator be authorized to file
an application. with the Public Utilities
Commission for public hearing on railroad
crossing st First Street and Newport Ave.
Carried.

NEW
BUSINES 1. Presentation of preliminary 1965-66 Budget
Mr. Gill reported that a study session has
been set for Friday evening and Departmental
reviews are to be held Saturday A.M.
June 12th. July 6th has been tentatively set
as the adoption date.
2. Resolution No. 782 County Purchasing
MOved by Klingelhofer, seconded by Coco that
Resolution No. 782 , "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA
REQUESTING PERMISSION TO CONTINUE TO MAKE
PURCHASES UNDER THE COUNTY COOPERATIVE
PURCHASING PROGRAM", be read by title only.
Carried unanimously.
Moved by Klingelhofer, seconded by Ring that
Resolution No. 782 be passed and adopted
Carried by roll call. Ayes: Mack, Klingelhofer,
Coco, Miller, Ring. Noest None. Absent: None.
3. Tract 5109 _ Improvements
Moved by Coco, seconded by Klingelhofer that
the improvements in Tract 5109 be accepted and
the bonds exonerated. Carried.
4. Main Street Improvements _ Newport to Bryan
Moved by Miller, seconded by Ring that the
contract with R.J. Noble Company for improving
Main St. between Newport Ave. and Bryan Ave. be
accepted as comoleted in the amount of $7,923.58
Carried.
5. Resolution No. 781 Classification Plan
Moved by Ring, seconded by Miller that
Resolution No. 781, adopting a Classification
Plan for City employees be deferred for
consideration at next regular meeting. Carried.
6. Aporoval of Demands
Moved by Ring, seconded by Klingelhofer that
demands in amount of $46,224.25 bepaid. Carried.
VIII.
CORRESPONDENCE Moved by Ring, seconded by Coco that correspondence
be received and filed. Carried.
IX.
OTHER City Administrator Gill reported that the
BUSINESS official City census is now 9,250.
Chief Hilton reported on experience gained by
both regulars and volunteers in the burning of
two houses on Seventeenth St.
Monthly Fire Department report filed and Mr. MilIer
requested that all departments involved bring
child care homes up to standards.
X. Meeting adjourned to a personnel session.
ADJOURNMENT Present: City Council, City Administrator,
City Attorney, and City Clerk.
