APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS FOR CONSTRUCTION OF MAIN STREET FACILITIES
IMPROVEMENTS (C.I.P. NOS. 6103 AND 6108)
SUMMARY
The project will include construction of a new 2.2 million gallon buried concrete reservoir, booster
pump station, chlorination facilities, emergency generator, and public parking facilities. The plans
and specifications are ready for City Council approval and the project is ready to be advertised for
bids.
RECOMMENDATION
It is recommended that the City Council adopt Resolution 00-65, approving plans and
specifications for construction of the Main Street Facilities Improvements (CIP Nos. 6103 and
6108) and authorizing and directing the City Clerk to advertise for bids.
FISCAL IMPACT
The updated engineer's estimate for this project is $6,580,000. The Fiscal Year 2000-2001 and
2001-2002 budgets allocate $5,863,837 for completion of this two-year project. Depending on the
bid results, a supplemental appropriation may be required to fully fund the project. The Water
Capital Fund has adequate reserves to finance the engineers estimate of $6,580,000.
BACKGROUND
. The construction of the Main Street Facilities Improvements is a key project in the overall Water
Capital Improvement Program. This site is the major water production center for the entire City
system. Groundwater produced and treated at the site is stored and then pumped into the
distribution system to provide water Citywide.
This project will consist of demolition of the existing buildings and construction of a new 2.2
million-gallon buried concrete reservoir, booster pump station, chlorination facilities, equipping of
Well No. 4, emergency generator, electrical, instrumentation and control equipment. New site
buildings and amenities, including a fountain, benches, raised planters, brick pavers and
decorative concrete will be constructed to match the architectural character of the Downtown
Historic District. The project also includes the construction of two public parking lots, one of which
is to be constructed on top of the below grade 2.2 million-gallon reservoir. Sidewalks, curbs and
gutters around the entire site will be reconstructed. The water facilities will be secured from the
public areas with the construction of decorative walls and gates.

RESOLUTION NO. 00-65
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR MAIN
STREET FACILITIES IMPROVEMENTS (C.I.P. NOS. 6103 AND 6108),
AND AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin,
California to contract construction of Main Street Facilities Improvements, (C.I.P.
Nos. 6103 and 6108); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer be and are hereby approved as the plans and
specifications for:
Main Street Facilities Improvements (C.I.P. Nos. 6103 and 6108).
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals
for the doing of the work specified in the aforesaid plans and specifications.
PASSED AND ADOPTED at a regular meeting, of the City Council of the City
of Tustin held on the 18th day of September 200'0.
