MINUTES OF A REGULAR MEETING
TUSTIN CITY COUNCIL
May 17, 1965
CALL TO Meeting called to order at 7:35 P.M. by

APPROVAL Moved by Coco, seconded by Ring that

Moved by Klingelhofer, seconded by Ring that
Ordinance No. 281 "AN ORDINANCE OF THE CITY
OF TUSTIN GRANTING TO SOUTHERN COUNTIES GAS
COMPANY OF CALIFORNIA, A CORPORATION, THE
RIGHT , PRIVILEGE AND FRANCHISE TO LAY AND
USE PIPES AND APPURTENANCES FOR TRANSMITTING
AND DISTRIBUTING GAS FOR ANY AND ALL PURPOSES
UNDER, ALONG, ACROSS OR UPON THE PUBLIC STREETS
WAYS, ALLEYS AND PLACES, AS THE SAME NOW OR
MAY HEREAFTER EXIST, WITHIN SAID MUNICIPALITY.

Moved by Coco, seconded by Miller that Ordinance
No. 282 "AN ORDINANCE 0F THE CITY OF TUSTIN,
CALIFORNIA, CHANGING ZONE ON APPLICATION NO.
Z.C. 65-144, OF SHUBIN AND CARONNA be passed and
adopted. Carried by roll call. Ayes: Mack,
Kllngelhofer, Coco, Miller, Ring. Noes: None

3. Resolution No. 779 - Commending J.B. Lawson
MOved by Rin~, seconded by Kllngelhofer, that
Resolution No. 779 be read by title only.
Carried unanimously.
Moved by Miller, seconded by Coco that Resolution
No. 779 "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, RECOGNIZING AND
CONGRATULATING JOHN B. LAWSON" be passed and
adopUed. Csrrled by roll call. Ayes: Mack,
Klingelhofer, Coco, Miller. Noes: Rin~.
Absent: None.
Mr. Ring stated he felt this type of
Resolution should commend Aeronutronics
for encouraging employees to enter into
these kinds of endeavors.
4. Report of Committee regarding Building
and Safety Board of Aooeals
Chairman Coco submitted the following names
of persons who have been contacted and are
willing to serve on the Building and Safety
Board of Appeals.
R.B. Smith, Contractor
J, Batchelor, Attorney
W, Hockenberry, Architect
L. Dukleth~ Engineer
Mayor Mack appointed the above qualified
g~ntlemen to serve on said Board of Appeals
The fifth member to be the Director of
Building and Safety. City Clerk to notify
members of their appointment. The Mayor
directed the Attorney to meet with the
Director of the Building Department and outline
the duties of this Board.
VI.
NEW 1. Ordinance No. 283 - Requiring Parkway Trees
BUSINESS
Moved by Klingelhofer, seconded by Coco that
Ordinance No. 283, "AN ORDINANCE OF THE CITY
OF TUSTIN, CALIFORNIA, AMENDING THE TUSTIN
CITY CODE TO REQUIRE PARKWAY TREES" have first
reading by title only. Carried unanimously.
2. Civic Center Acquisition - Armstrom~-
Tustin Lease Option
Moved by Miller, seconded by Coco that the
Mayor and City Clerk be authorized to execute
the Escrow instructions for purchase of Parcel
4 as per agreement. Carried.
3. Acceptance of improvements of Holt Ave.
from Newport Ave to 34~' Northerly.
Moved by Miller, seconded by Ring that the
contract with Industrial. Contracting Co. for
improving Holt Ave. from Newport Ave to 344'
Northerly be accepted as completed in the
amount of $9,829.33. Carried.
4. Resolution No. 780 State Highway Funds
Moved by Coco, seconded by Miller that
Resolution No. ?80 be read by title only.
Carried unanimously.
Moved by Ring, seconded by Klingelhofer that
Resolution No. 780 "A RESOLUTION OF THE CITY
OF TUSTIN, CALIFORNIA, ADOPTING AND SUBMITTING
A BUDGET FOR EXPENDITURE OF FUNDS ALLOCATED
FROM THE STATE HIGHWAY FUND TO CITIES", be
passed and adopted; Carried by roll call.
Ayes: Mabk, Klingelhofer, Coco, Miller, Ring,
Noes: None. Absent: None.

Upon questioning Mr. Gill explained that
additional monies from this fund for streets
will be used in the coming year and are being
programed into the 65-66 budget.
5. Approval of Demands
Moved by Ring, seconded by Klingelhofer that
demands in amount of $34,059.48 be approved
and paid. Carried.
VII.
CORRESPONDENCE 1. Letter of Appreciation from Mayor Datanay
of Tustin's Sister City, San Fernando,
LsUnion, Philllpines, thanking the City for
his appointment as Honorary Mayor of Tustin
read.
2. Moved by Klingelhofer, seconded by Ring
that permission be granted residents to
bl~ck off Loretta Drive between Leafwood
and Laurinda for a block oarty Monday,
May 31st between 3 P.M. and 8 P.M. is
requested. Approval subject to the
approval of the Police and Fire Departments.
3. City Administrator Gill directed to
answer correspondence from Miss O. hlliott.
Moved by Ring, seconded by Kli~elhofer that
correspondence be received and filed. Carried.
VIII.
OTHER 1. Railroad Crossing Holt and Newoort
BUBINESS
Moved by Miller, seconded by Ring that the
City Attorney be directed to reply to P.U.C.
regarding Railroad Crossin~ at Holt and
Newport. Carried.
2. Addition to Maintenance Contract
Moved by Ring, seconded by Klingelhofer t~at
an additional ~30.00 per month be authorized
included in Contract with Bldg. and Maintenance
Company for additional Services at 140 W.
Second St. Carried.
3. Civil Defense - Conference Travel Request
Moved by Ring, seconded by Klingelhofer that
Civil Defense Director Williamson be a~t~orized
to attend Regional Conference in Los ~egas
May 25th thru May 28th at a cost not to exceed
~125.00. Carried.
4. Holthe Disposal Co. Commendation
City Administrator directed to write a letter
of Commendation on behalf of the City Council to
the Chamber of Commerce for the fine job done on
"Clean-Up-Day" Saturday, May 15th.
5- Mr. Gill reported on the ~ossibility of obtaining
the Filrst Western Bank Building for Council
MeetinTs. Council directed the CitF Attorney
and City Administrator to discuss and work out
details, including liability, with the Bank
Manager.
6. League of Cities Executive Meeting Report
Councilman Ring reported the following:
1. Next General Meeting of the Orange
County League of Cities will be held
in Costs Mess, May 2?th and reminder
to Councilmen to keep this night free
for full representation.
2.League requested action be taken
opposing AB 946~(Brown Act).
Informed that a telegram and follow-up
letters had been sent.
3. A.B. 2395 - regarding Income Taxes-
extends operative date of prohibition
on imposition of personal income tax
/by local taxing ~bodies. League of
Cities feels this should be the Cities
perogative.
IX. Meeting adjourned to a personnel session.
ADJOURNMENT Present were: City Council, City Administrator,
City A~torney and City Clerk.

meeting be adjourned. Carried.
