PLEDGE OF Led by Mayor Mack. ALLEGIANCE III. ROLL Present: Councilmen: Mack, Klingelhofer, Coco, Miller, Ring. CALL Absent: Councilmen: None Others Present: James Rourke, City Attorney Harry Gill, City Administrator Ruth C. Poe, City Clerk J. Taylor, Planning Technician IV. Correction noted on Minutes of April 19th; APPROVAL appointment of Oster, Moved by Miller seconded OF by Mack. Moved by Klingelhofer, seconded by MINUTES Ring that Minutes of April 19th be approved as mailed andIcorrected' Carried. V. AcCeptance of Offer and Hid from Southern_ BIDS Counties Gas Co. for Gas Franchise Moved by Miller, seconded by Klingelhofer that $250.00 cash payment by Southern Counties Gas Co. of California in connection with the offer and bid for franchise made by Southern Counties Gas Co. dated April 21, 1965, be received and accepted by the City as presented. Carried. VI. ~ PUBLIC 1. Public Hearing to Consider Granting of HEARINGS franchise to Southern Counties Gas Company Hearing opened at 7:33P-M- Correspondence read from.Division of Highways stating they have no objections to granting of this Franchise. There being no objections or comments, the hearing was declared closed at 7:35 P.M. Moved by Klingelhofer, s YO Y Ordinance No. 281. "AN ORDINANCE OF THE CITY ~ OF TUSTIN, GRANTING TO SOUTHERN COUNTIES GAS COMPANY, A CORPORATION, THE RIGHT, PRIVILEGE AND FRANCHISE TO LAY AND USE PIPES AND APPURTENANCES FOR TRANSMITTING AND DISTRIBUTING GAS FOR ANY AND ALL PURPOSES UNDER, ALONG, ACROSS OR UPON THE PUBLIC STREETS, WAYS, ALLEYS AND PLACES, AS THE SAME NOW OR MAY HEREAFTER EXIST, WITHIN SAID MUNICIPALITY" have first reading by title only. Carried unanimouslY. 2. Heaing on Zone Change 65-144 - Shubin and Coronna To permit a change of zone from ~-l to C-2-P on property located at 535 E. Main St., Tustln. Hearing opened at 7:36 P.M. Mr. Taylor Presented Staff Report and Planning Commission recommendations for approval. There being no objections or comments, the hearing was declared closed at 7:40 P.M. Moved by Rin , seconded by Klingelhofer that Zone Change ~ 5-144 be sPproved and Ordinance No. 282 changing zone on said aPPlication have OLD Appointment of a~Board of Appeals for BUSINESS Building Department Mayor Mack aPPointed the following committee to contact Persons willing to serve on this Board of Appeals andsreport at next regular meeting: T. Coco, Chairman, C. Miller and R. Gill 2.Policy on Extended Travel Moved by Klingelhofer, seconded by Ring that Policy setting forth rules and regulations regarding extended travel be adopted. Carried It was directed that all appointed bodies draft similar policy and submit to the Council for consideration. Although travel should be at the discretion of the Commissions, s format should be established. Copies of adopted Policy to be sent to all CommissionerS. 3. Accounting System Revision Report and Proposal submitted by City Administrator Moved by Ring, seconded by Miller that City Administrator be authorized to~employ the firm of James S. File on a consulting basis in an effort to revise Present accounting system. Carried. 4. Report on Tustin Branch Library Report Presented by Mr. Gill. Mr. Ring ~emmended Mr. Gill on the determined effort put forth to show that Tustin Branch Library is getting its fair share as a city. VIII. 1. ~orovat of Demands NEW BUSINESS Moved by Coco, seconded by Miller that demands in the amount of $25,878.07 be paid. Carried. 2. Acceptance of Improvements and Exoneration of Bonds for Tract 5469 n Moved by Klingelhofer, seconded by Ring that the ImProvements in Tract #5469be accepted and the bonds exonerated. Carried. 3. Parks & Recreation Commission_Summer Recreation All members of the Parks & Recreation Commission were Present. It was brought out that this year's Program although twice last year's budget, would Provide four times the program. This year three elementary schools will be utilized and the Program will be of a longer duratio~ starting the MortSay after school close~ and continuing until one week before school opens in the Fall, Moved by Ring, seconded by Klingelhofer d that the Parks & Recreation program be approve and expenditures authorized as set forth in report. Carried- Year IX. CORRESPONDENCE 1. Orange County Manager of the Year Moved by Coco, seconded by Miller that the City ~ttorneY be directed to draft a Resolution of commendation to Mr. John Lawson, Orange County Manager of the Year in recognition of his service and contributions to the County. Carried by roll call: Ayes: Mack, Coco, Miller- Noes: Ring and Kllngelhofer. 2. S~eed Limit Recommendatlon~. Mayor directed that the County Sheriff's office be contacted re~arding strict traffic enforcement onProspec~ AvenUe, between 17th Street and Santa Clara Avenue, and a return report be requested. This Council is vitally interested in this prob~em as many Tustin, as well as area children must travel this route to and from school. 3. Moved by Klingelhofer, seconded by Ring that correspondence be received and filed. \ Carried. 1. A-ward of Contract - prospect. Avenue OTHER BUSINESS Moved by Miller, seconded by Coco that contract for improving prospect Avenue from First Street to Fourth Street be awarded to Hardy & Harper, Inc. in the amount of $30,~79.90 and that City Clerk be directed to return bidder bonds to all other bidders- Carried. 2. AB295, AB79~,'AB946 _ ~Brown Act ) Mayor directed that a telegram followed by a letter belsent to J. Schmitz ~ith copy This Council feels that the "Brown Act" as written is sufficient protection to and in the best interest of the public. Council directed that the Tustin Chamber of Commerce be contacted regarding immediate action to clear weeds at the Jacobson Memorial and a definite answer requested as to time of completion of memorial. 3. TYC Dances Mr. Gill directed t~ investigate complaints as to area noise at Tustin Youth Center Dances and report to the Council. ADJOURNMENT Meeting adjourned to a Personnel session.
