REC0~NDATIONS,=
1. Approve Resolution #89-94 supporting HR 2380.
2. Authorize staff to take appropriate action pursuant to this
approval.
B~CKGROUND:
House Resolution 2380 was introduced by California Representative
Mervyn Dymally and Arizona Representative Bob Stump; it would
allow Cities to 0bta~n the zip codes which conform with their
municipal boundaries. At present it is pending before the House
Post Office and Civil Service Committee..
As Council is aware from the almost two year process w~ich has
confronted the Ranchwood/Belwick..tract (Annexation No.138), zip.
code' problems can be very serious. Council is aware of both staff
and elected official efforts to persuade the United States Postal
Service to change address and zip codes for newly-annexed areas.
To date, theUnited States Postal Service has not been forthcoming.
Apparently,'Tustin is not theonly area in the country experiencing
this problem, and thus HR 2380 has been introduced. The bill would
provide that upon written request of the Mayor of a City, the
Postal Service would be required to "insure that the 'boundaries
delimiting any area included within any particular zip code do not
cross any of the boundaries" of the City.
Should Council approve this Resolution, staff will'take appropriate
action to monitor the legislation, as well as write letters in
support of the legislation and furthermore to urge our
Representative in Congress to co-sponsor HR 2380.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TUSTIN SUPPORTING HOUSE OF
REPRESENTATIVES RESOLUTION 23S0, ALLOWING CITIES
TO OBTAIN ZIP CODES ~HICH CONFOI~.~WITH
THEIR MUNICIPAL BOUND~I~IES
WHEREAS, the City of Tustin has recently
annexed the Ranchwood/Belwick tract (Annexation No.138)
and other areas to the city of Tustin; and
WHEREAS, constituents of these areas .had
previously requested a Tustin zip code for their area;
and
WHEREAS, the City has tried without success to
convince the United States Postal Service to change this
area's zfp code to 92680; and
WHEREAS, zip codes are vital, and affect
community identity as well as funding distribution
formulas for tax distribution, insurance premiums, and
various state revenues; and
WHEREAB, House Resolution 2380 has been
introduced in Congress~o allow cities to obtain zip
codes which conform with their municipal boundaries.

NOW, THEREFORE, BE IT RESOLVED by the City
Council of the City of Tustin that it supports House
Resolution 2380, and directs its staff to do all it can
to insure that this legislation is passed.
Passed, approved, and adopted at a regular
meeting of the City Council of the City of Tustin,
California, held on the 19th day of June, 1989.
