AUTHORIZATION TO ADVERTISE FOR BIDS - JAMBOREE ROAD EXTENSION
FROM EDINGER AVENUE TO BARRANCA PARKWAY
RECOMMENDATION: .
That the Tustin City Council at their meeting of June 19, 1989 pass and
adopt the attached resolution approving plans and specifications for the
construction of street improvements along Jamboree Road between Edinger
Avenue and Barranca Parkway and directing the City Clerk to advertise
for bids.
BACKGROUND:
The jamboree Road extension project between Edinger Avenue and Barranca
Parkway is a cooperative project betWeen the cities of Irvine and Tustin
and The Irvine Company. It is anticipated that approvals from all of
the affected governmental agencies w~ll be finalized sometime in July
1989.
The construction costs for this project will be borne b~ the following
parties and at the previously agreed~pon percentages of cost Sharing:

City of Irvine - (46%) $7,130,000
Irvine Company - (36%) $5,580,000
City of Tustin - (18%) $2,790,000
Tustin will have its share of $-2,790,000 budgeted with the adoption .of
the upcoming 1989-90 Capital Improvement Budget as follows:
Carryover from previous years - $1,767,500
Cooperative AHFP funding - 400,000
1989-90 Funds - 622,500
$2,790,000
This project has been environmentally cleared by the issuance of a
finding of no significant impact (FONSI) by the Federal Highway Works
Administration (FHWA).
DISCUSSION:
The attached resolution approves the plans and specifications and
authorizes the advertisement of bids for the project. Staff is
requesting early authorization to advertise so that once.all the other
agency approvals are r~ceived, the bid advertisement can be implemented
without the normal City Council meeting cycle for approval. The
following is a recap of the tentative bid advertisement schedule.

RESOLUTION NO. $9-98
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS ~OR CONSTRUCTION OF IMPROVEMENTS
ALONG JAMBOREE ROAD BETWEEN EDINGER AVENUE AND
BARRANCA PARKWAY, AND AUTHORIZING THE CITY CLERK
TO ADVERTISE FOR BIDS.
WHEREAS, it is the intention of the City Council of the
City of Tustin, California to contract construction of
improvements along Jamboree Road between Edinger Avenue and
Barranca Parkway; and
WHEREAS, the City Engineer has presented plans and
specifications for the construction of said work;
NOW THEREFORE, BE IT RESOLVED that the plans and
specifications presented by the City Engineer be and are hereby
approved as the plans and specifications for:
Construction of improvements along Jamboree Road
between Edinger Avenue and Barranca Parkway
BE IT FURTHER RE~K~LVED that the City Clerk is hereby

authorized and directed to a~vertise as required by law for the
receipt of sealed bids or proposalS for the doing of the work
specified in the aforesaid plans and specifications;
BE IT FURTHER RESOLVED that the Federal Highway
Administration has determined that this project will not have any
significant impact on the human environment based upon an
environmental assessment which has been independently evaluated
by the Federal Highway Administration and determined to
adequately and accurately discuss the environmental issues and
impacts of the project.
PASSED AND ADOPTED at a regular meeting of the City
Council of the City of Tustin, held on the day of
